The Role
ECC Adult Social Care, through effective practice, continues in its transformational shift from a focus on long-term care support, to a model with four key principles:- prevention; early intervention; enablement and safeguarding. This will enable people, their families and carers to be able to access information and tools to live healthily and independently. Providing an opportunity to respond pro-actively to growing service demand in a sustainable way, within the financial constraints of the Council.
The Deputy Team Manager within our Integrated Chelmsford Central Neighbourhood Team supports a social care team, holding colleagues to be accountable for performance and delivering improvements. Working with the Team Manager, contributing to the development of strategy and ensuring a service which adapts responsively to change, in particular how adults are supported out of hospital and supported within the community admission avoidance.
With proven ability to focus on results, develop innovative solutions and build strong working relationships with partners, this leader will possess a deep understanding of working in an extremely challenging financial environment and be able to juggle several team tasks and initiatives.
Your key responsibilities will include:
1. Working as part of Team Leadership which comprises the Team Manager, The Deputy Team Manager and 2 Senior Social Workers.
2. Providing leadership and support across a team of professionals to deliver a high-quality service with positive outcomes which enables people to live healthily and independently.
3. Enabling the development of individuals with the team, through supervision and daily support.
4. Delivering expertise and professional knowledge to provide advice and guidance for complex cases in line with legislative and organisational standards.
5. Providing an escalation point for complaints and other feedback from service users in accordance with policy, in a way that fosters positive relationships.
6. Implementing effective approaches to integrated working with partners, communities, and the voluntary sector to achieve successful outcomes for service users.
The Team
The ASC Integrated Chelmsford Central Neighbourhood Team, focus on assessing, reviewing and safeguarding Adults at home or in residential placements. They work closely with health and other partners within the neighbourhood, to enable Adults and their carers to live their best lives, safely and independently and to prevent readmission into hospital.
We are seeking an organised candidate, inventive, proactive leader who engages a strengths-based approach to leadership in a community multi-disciplinary arena that can at times be challenging but rewarding as you see the team grow in confidence. You will support the Team Manager to manage the team to work with adults, and their families, who have a variety of strengths and complex social needs, to live as independently as they can. You will have experience of making safeguarding personal and positively identify and manage risk with the multi-agency team. You will demonstrate leadership attributes that inspire and enable the colleagues you supervise and support, to be collaborative, innovative and deliver in a way that makes a difference for the citizens.
In addition, you will represent the team in a range of meetings both internal and with our partner agencies. You will be working in collaboration with health care professionals and care providers using a multi – disciplinary approach to ensure the adults receive the right support at the right time.

You’ll bring strong leadership and behavioural skills, giving you the ability to develop a highly motivated, high-performing professional team to deliver the best solutions for those using our services. We’re also looking for your experience of working in a social care setting, along with the ability to deal with challenging social situations and develop strong relationships with partner agencies and the local community to provide a supportive framework for vulnerable adults.
You’ll also bring:
7. Evidence of continuing professional development and capability of practice in accordance with current professional standards, demonstrating a commitment to a systemic approach to practice and leadership.
8. An in-depth understanding of the financial implications of commissioned care packages.
9. Experience of leading change in a complex environment, and ensuring the organisation delivers best practice within financial constraints.
10. The ability to make clear decisions, to highlight and limit potential risks associated with intervention.
This role involves travelling around Essex and beyond. A driving licence and car - or the ability to meet the mobility requirements of the role through other means - is essential.
