Overview
The London Change Delivery Team will support Prisons and Probation, and will provide strategic and operational support to the Community Accommodation Service (CAS) and the National Security Directorate (NSD). The team will enable effective transformation and delivery across two of HMPPS’s most critical public protection functions, aligning strategic priorities and national change directives while facilitating collaboration across all geographical probation directorates and Prison Groups.
CAS comprises a three-tiered temporary accommodation model designed to support individuals transitioning from custody to the community. CAS1, known as Approved Premises (AP), accommodates higher-risk offenders and operates with a strong public protection focus. These 104 APs across England and Wales are gender-specific, staffed 24/7, and maintain active links with MAPPA. CAS2, delivered nationally by Nacro, supports low to medium-risk individuals on bail or Home Detention Curfew, with capacity expanding to 1,350 places. CAS3 offers up to 12 weeks of basic accommodation for prison leavers at risk of homelessness and is locally delivered with central oversight from the Rehabilitation & Change Directorate.
NSD is a specialist probation division managing the most high-risk, complex, and high-profile offenders in the community. Operating across five geographical units and one national operational unit, NSD oversees National Security Units (NSUs) responsible for cases outside regional probation structures. Led by Heads of National Security Units (HoNSUs), NSD delivers enhanced national standards for managing terrorist offenders, serious organised crime nominals, and other critical public protection cases.
Responsibilities
* Support alignment of strategic priorities and implementation of national change directives for CAS and NSD.
* Enhance delivery of local/directorate-based changes and facilitate collaboration across geographical probation directorates and Prison Groups.
* Embed robust change management practices to improve service delivery and outcomes for individuals under supervision and staff.
Travel and base
A national base with expected travel to London a minimum of monthly; other national site visits will be required.
