SUMMARY
You will serve as an OPERATIONS DATA ANALYST in the office of the Operations Planning Manager branch (Code 300.1), Operations Department (Code 300) of NORFOLK NAVAL SHIPYARD.
RESPONSIBILITIES
* Provide data analysis support to the branch through data collection, trend analysis, and data finalization via report.
* Compile, analyze, categorize, and assemble data from deficiency logs, surveillance, audit reports, etc., in terms of quality and productivity deficiency cause.
* Prepare periodic analysis reports using database factors for distribution to supervisors and other managers.
* Assist in the review and analysis of overall administrative and support programs through review of reports, projects and information.
* Prepare charts and graphs as necessary to present status of ongoing projects and programs.
* Research background material, gather data, assemble facts, and recommend solutions.
CONDITIONS OF EMPLOYMENT
* Must be a US citizen.
* Must be determined suitable for federal employment.
* Must participate in the direct deposit pay program.
* New employees to the Department of the Navy must successfully pass the E‑Verify employment verification check.
* Current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
* Appointment of retired military members within 180 days after retirement to a civilian position is subject to the provisions of 5 United States Code § 3326.
* Males born after 12‑31‑59 must register for Selective Service.
* Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
* Must wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously during the work shift.
* Work is performed in areas where potentially harmful physical and chemical agents are present; employees will participate in medical surveillance programs.
QUALIFICATIONS
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Experience applying data analysis principles and concepts, drawing conclusions or identifying unwanted trend areas for corrective actions.
* Experience providing administrative services to the Operations Department, analyzing administrative practices and designing and recommending improvements in procedures and policies.
* Experience with organizational structures, interrelationships and functions sufficient to integrate, balance and monitor the status of actions significant to the Department mission.
* Experience effectively communicating with varying levels of management, with written and oral communication skills sufficient to prepare and convey findings relating to departmental issues.
* Experience with electronic computerized database systems such as personal computer, Access database, Excel, and PowerPoint and ability to manipulate data independently.
* Experience monitoring and measuring the level of quality in all products and services rendered by the Department.
EDUCATION
* In lieu of specialized experience, you may qualify with the following education or a combination of both education and experience: successful completion of one full year of graduate‑level education; or successful completion of a bachelor’s degree with superior academic achievement; or a combination of experience and graduate education that equates to one year of experience.
