You will lead the design and implementation of strategies to enhance the skills and knowledge of youth service staff and our community volunteers, focusing on professional development and performance improvement.
You will be responsible for coordinating clear and impactful evidence of positive outcomes for Young People through robust quality assurance procedures and high-quality data recording and monitoring.
This role requires a deep knowledge of the processes required to produce high-quality, accurate statistics and the ability to produce clear and concise reports for internal and external audiences.

This role will lead and oversee youth work solutions to enable young people to achieve personal, social, and educational goals, working at a strategic level and developing effective partnerships with service users and stakeholders.
The Youth Service Lead will provide strategic direction in areas including Curriculum, Policy, Youth Work Practice, Quality Assurance, and Learning & Development. Collaboration across the organization will ensure the workforce is equipped to deliver excellent youth work solutions.

Accountabilities
* Lead on a strategic area of youth work, developing capability frameworks and managing cultural shifts in capacity building models and practices.
* Head of centre for qualification awarding bodies (youth work & young people’s qualifications)
* Ensure effective mechanisms and protocols are in place with partner agencies for statutory obligations including safeguarding, equality, diversity, registration, and inspection standards.
* Develop and maintain strong relationships within Essex and the UK to promote an aligned approach to youth work and education for young people.
* Establish and nurture stakeholder relationships to understand and meet current and future needs.
* Provide leadership and influence to adapt to new ways of working, ensuring change is understood and implemented.
* Review and develop ECC policies, procedures, and youth work practices to ensure they are fit for purpose.
* Set and monitor specific targets and objectives within the performance management framework.
The Experience You Will Bring
* Educated to RQF level 6 (Bachelor’s degree) or equivalent in a youth or education setting.
* Evidence of ongoing professional development and expert knowledge in relevant areas.
* Experience leading sector innovation and development through engagement with professional bodies such as NYA, UK Youth, UKYP.
* Experience in the Education/Lifelong Learning sector, especially in youth work solutions and models.
* Knowledge of commissioning service models and their application in public/private sectors, with success in evaluating service quality and achieving efficiencies.
* Proven achievement of outcomes for customers, with a focus on evidence-based decisions and value for money.
* Experience demonstrating creative, innovative, and transformative practices within youth work or education.
* Experience at a senior level within large, complex organizations, with skills in understanding diverse perspectives and cross-organizational working.
Interviews will take place 29th and 30th May 2025 in person at County Hall Chelmsford.
