The Role:
We’re looking for a Senior Highway Development Agreements Engineer to support a busy team ensuring highway development throughout Hampshire is safe and built to suitable standards.
Hampshire Engineering Services are an in-house consultancy offering a range of engineering services to Hampshire County Council. We are based within the Universal Services Department, as our core business relates to highways and transport, however the skills we offer cover many aspects of civil engineering design and construction. The team provide design, project management and financial/contract management services from the early stages of a project through to supervision of the actual construction. The team also checks designs submitted from private developers, provide professional advice on a range of engineering activities and oversee the specification of design standards and construction materials used on the highways in Hampshire. Hampshire Engineering Services also manage all highway bridges and retaining structures in Hampshire as part of the County Council’s asset management responsibilities as highway authority, working closely with our Term Highways Contractor.

What you’ll do:
As part of the Highway Development Agreements (HDA) team you will ensure that highway schemes proposed by private developers (associated with retail/industrial parks and residential developments) meet Hampshire County Council standards. You will be involved in a vast range of engineering aspects including highways, structures and drainage, playing a key role in management of a team and ensuring the integrity of the works to be adopted. You will also play a key role in helping to improve the Highway Development Agreements service.
You will lead a team of Engineers and Technicians, reviewing the design and construction of a wide range of developer-led projects, influencing the design, layout and materials used in residential, retail/industrial and other highway developments throughout Hampshire.
Working to the Group Engineer you will be responsible for checking Developer’s designs for highway schemes as part of the S278 & S38 processes. Key to your role will be initial processing and review of S278/S38 Design Audit requests, process improvement, fee monitoring and management. You will undertake site inspections and liaise with the Developers and their Consultants/Contractors playing a key role in ensuring the integrity of the works to be adopted.

You will be a conscientious, enthusiastic and highly motivated person who is reliable, keen to learn and a hard-working individual. You will have the ability to manage and prioritise your workload to meet deadlines and will have excellent communication skills, both written and verbal, along with good IT skills. You should have a thorough understanding of relevant design standards. The ability to fulfil the travel requirements of the role is also essential.
