Sharing knowledge and best practice across the public sector is a key element of the team’s work.

The team is embarking on an extended programme of work with Scottish Government to develop a consistent approach to asset strategies.

This will build on the team’s Asset Strategy guidance developed in partnership with Scottish Government and follows on from Scottish Government publishing its ‘investment hierarchy’ developed to support improved visibility of long term infrastructure needs and prioritisation of investment. This will require a high level of engagement across the public sector with experts in fields of interest both within the Scottish Futures Trust (SFT) and across the private sector.

Principal Accountabilities

* Support our work to develop a more consistent approach to asset strategies across the public sector. This will include engagement with stakeholders to better understand future needs and emerging infrastructure requirements, research into best practice, and developing guidance and templates that will ensure a more consistent and standardised approach.
* Support activity to understand the existing capability, skills and resource involved in strategic asset planning across the public sector, together with consideration of potential models for future delivery.
* Be responsible for the on-going management of the asset strategies programme, including stakeholder mapping, tracking progress against the programme plan, providing update reports etc.
* Provide specialist input and support to other asset and estate programmes being developed across the public sector.
* Support SFT’s ‘place’ activity, in particular the asset implications that may arise
* Work collaboratively across the team to support other key initiatives, programme and projects.
* Prepare and participate in key presentations to senior management teams
* Promote and practice collaboration and sharing knowledge to support SFT’s broader infrastructure activities.
* Provide input to SFT’s corporate reporting on workstream activities and contribute to SFT’s outcomes in areas of responsibility.

Essential knowledge, skills and experience

* Degree or equivalent.
* A relevant professional qualification (e.g. RICS, RTPI etc) with at least 5 years PQE, or equivalent experience, preferably in the built environment sector.
* A good understanding of the policy, regulatory and economic drivers across the social infrastructure landscape including the climate change, whole life cost and the place and inclusive growth agendas.
* Programme and project management experience.
* Self-motivated with a strong ability to prioritise tasks and actions.
* Excellent interpersonal and communication skills for engaging with a wide range of stakeholders.
* Ability to filter information and assess priorities and their relevance.
* Strong data analysis, presentational and report writing skills.
* Experience of working successfully with and cultivating relationships across organisations.
