Multi Schools Council Quadrant Facilitator

Permanent, Full Time

£29,121 to £34,259 per annum

Location: Chelmsford

Working Style:

Closing Date: Sunday 25th January 2026 at 11.59pm

This position will require the successful applicant to cover both North East Essex and South Essex locations.

Interview Dates:

Stage 1: Shortlisted applicants will be invited to prepare an activity to work with primary aged children in a school on Monday 9 February at Hogarth Primary, Brentwood or Tuesday 10 February at Holland Park Primary, Clacton on Sea.

Stage 2: Successful applicants will then be invited to an interview on Wednesday 18th February or Friday 20th February. This can be in person at County Hall, Chelmsford or online vis MS Teams (applicants’ choice).

The Opportunity

Essex County Council is committed to placing the voice of young people with Special Educational Needs and Disability at the centre of the ongoing drive to improve inclusion and SEND provision in the Local Area. The Multi-Schools Council (MSC) is central to this commitment.

The MSC Quadrant Facilitator is responsible for the operational delivery and the development of the MSC. MSC Quadrant Facilitator will engage with young people, champion their voice, and create opportunities for young people to improve and shape the services that matter to young people.

The role will require face-to-face and virtual work with young people, professionals, and families across the county. The role involves significant leadership and co-ordination responsibilities focused on youth participation across Essex.

Accountabilities

1. Organise and deliver countywide MSC meetings, both in person and virtually, for young people from schools, colleges, specialist and alternative provisions and youth clubs ensuring young people’s voices are at the forefront of all delivery.
2. Co-produce and co-deliver information and awareness sessions in various educational and youth settings to improve inclusion and positive perceptions of young people with SEND.
3. Support young ambassadors to lead the work and direction of the Multi-Schools Council and to help review and commission new and existing SEND focused services.
4. Lead groups of young people with Special Educational Needs and Disability (SEND) to plan projects from design to delivery, developing their confidence in decision making and supporting successful teamwork.
5. Attend strategic meetings across education, health, and social care to ensure the voices of young people are being fairly represented and young people's perspectives are central to continuous improvement work.
6. Promote engagement with the MSC across social media platforms.
7. Plan and lead countywide events for children and young people with SEND, schools, colleges, and voluntary support groups.
8. Produce reports and deliver presentations and updates to key stakeholders across the system to ensure young people’s views are being channelled through the appropriate systems to bring about change.
9. Build and maintain cross-sector relationships within education, health, social care, the voluntary sector, and local communities.
10. Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

11. Educated to degree level or equivalent by experience.
12. A proven commitment to inclusion, participation and coproduction with children and young people with Special Educational Needs and/or Disability, disadvantage, or marginalized groups
13. Experience of planning projects from design to delivery, including different perspectives and stakeholders from a range of backgrounds.
14. Experience of working with young people, developing their confidence, and working together as a successful team.
15. Excellent communication skills with a range of stakeholders (must include children and young people with special educational needs and/or disability, educational settings and colleagues in health and social
16. Creative thinking skills to evaluate, improve and develop new approaches.
17. Evidence of ability to building robust working relationships across education, health, and social care.
18. Evidence of continuing professional development and expert knowledge in relevant professional area

Please note that the job role requires you to be mobile throughout an operational area. Therefore, the post holder will need to have a driving licence and access to a vehicle, or the ability to meet the mobility requirements of the role through other means.
