Location
Bristol, Telford. External applicants will be employed on a "Fixed Term Appointment" contract while applicants from Other Government Departments will be employed on a "Loan" contract for the specified temporary length of the appointment.
Job description
The successful candidate will report directly to the Insider Risk Mitigations Lead and will support the aims and objectives of IRMT through the following methods:
Driving forward best practice to align HMRC with HMG functional standards.
Working with process owners across the department to identify insider risks and conducting annual reviews alongside Business Group Risk leads and Critical National Infrastructure system owners.
Facilitating and leading organisational learning reviews to extract valuable lessons learnt data to feed into or champion improvement work.
Lead the development of improvements to processes and tooling to strengthen HMRC insider threat controls.
Translating high level security risks into realistic necessary and proportionate control measures.
Source and develop data sharing agreements and oversee the collection/storage/distribution of insider threat data.
Proactively identify trends and emerging themes and horizon scan for insider threats to HMRC.
Provide performance data and a variety of written reports to assist decision making for insider threat Working Groups/Boards and SLT.
Prioritise competing tasks and work schedules in a manner that effectively utilises available resource and mitigates top risks.

Risk Expertise: Strong background in risk managementideally in insider riskwith the ability to assess and influence security measures that are proportionate, realistic, and effective.
Strategic Thinking: Able to see the bigger picture while identifying meaningful opportunities for improvement. Youre comfortable navigating complexity and ambiguity to deliver measurable impact.
Collaboration & Communication: You build positive relationships with colleagues, stakeholders, and partners at all levels. Skilled at leading or participating in workshops, you can communicate clearly and with purposeverbally and in writing.
Analytical Skills: Confident in reviewing data and drawing insight from multiple sources. You can spot trends, anticipate risks, and turn learning into actionable recommendations.
Technical Confidence: Comfortable using the Microsoft O365 suite, with the ability to build reports, forms, or tools that support smarter ways of working. Familiarity with Power Apps or interactive tools.
Delivery Mindset: You manage competing priorities calmly and effectively, ensuring high-quality results even under pressure. You take ownership of your workload and deliver on time.
Organisational Awareness: Ideally, youll have a strong understanding of personnel security in an organisational setting and/or structure and customer groups.
Adaptable & Resilient: Able to pivot quickly when priorities shift, handling urgent or ad hoc work with confidence and professionalism.
