An exciting opportunity has arisen to join our organisation as a Data Support Assistant within the Performance, Research and Intelligence (PRI) department.

The main function of the PRI is to provide the council with evidence and intelligence to inform strategic and operational decision-making, as well as to demonstrate the impact of those decisions on the council’s priorities.

PRI is structured as a cross-organisational function that supports all areas of the council’s corporate plan. PRI comprises three teams (People, Place and Core) working across various thematic and technical projects. These teams focus on data governance, research, data analysis, performance monitoring, and intelligence gathering to inform service delivery and decision making.

The role sits in the Address Management team that is part of Core, working closely with the Data Support Officer and will report directly to the Senior Data Officer.

The Address Management team are responsible for managing and maintaining the councils official address databases, specifically the Local Land Property Gazetteer (LLPG) and Local Street Gazetteer (LSG), which feeds into the National Land Property Gazetteer (NLPG) and the National Street Gazetteer (NSG). The team are also responsible for the Council’s statutory function for Street Naming and Numbering (SNN). They ensure compliance with national standards, processing applications for new or changed addresses along with the requests for street names. This involves collaborating closely with local communities and external organisations such as Royal Mail and GeoPlace, to ensure accurate and consistent numbering of properties and naming of streets.

Key responsibilities include: -


- Keeping address records up to date - Help make sure address information is current, accurate, and follows the national standard for address data entry (i.e. BS7666).
- Supporting new address applications - Assist in processing requests for new addresses, street names, and updates to existing addresses.
- Helping with consultations - Provide support during discussions with local communities, developers, and other groups about naming issues.
- Sending updates to external organisations - Help notify organisations such as Royal Mail and the Emergency Services when addresses have been created or amended.
- Identifying and correcting address problems - Help identify and correct any issues within the address data.
- Following rules and guidelines - Make sure all street naming and property numbering complies with Manchester City Council Street Naming and Numbering (SNN) policy, National Data Entry Conventions (DEC), and relevant legislation when creating or amending addresses.
- Assisting with policy updates - Support the team in keeping local procedures and best practices up to date.

The successful candidate will be highly motivated, enthusiastic and assertive, that can demonstrate the Our Manchester behaviours in their approach to work.

The candidate must be able to demonstrate:-

Technical Skills
- Basic understanding of rules and guidance - Be aware of the key rules and policies around street naming and numbering, with direct support from the team and the ability to follow guidance from external resources such as GeoPlace.
- Maintenance of address data - Assist in creating, maintaining and updating address records ensuring accuracy and currency of the data.
- Use software tools - Carry out basic tasks such as creating, maintaining, and updating address data using address management systems, following correct data entry procedures.
- Support with location data - A general awareness of maps and locations is helpful when working with address information.

General Skills
- Good communication skills - Able to write clearly and speak confidently when helping residents, developers, or colleagues.
- Willingness to solve problems - Ready to help with everyday issues and follow guidance to find solutions.
- Attention to detail - Careful when checking and updating information to make sure it's correct.
- Friendly and helpful attitude - Comfortable working with others, including developers, residents and team members, in a polite and respectful way.
- Organised approach to work - Able to manage multiple tasks and keep track of what needs to be done in line with deadlines.
