JobSummary:
The VirginiaDepartment of Transportation (VDOT) Business Integrated SolutionsDivision (BISD) is seeking a Master Data Analyst with demonstratedexperience in data analytics to work as a key member of BusinessAnalysis and Testing Support team. This analyst will support teamsworking in Agile (Sprint) as well as traditional Waterfallmethodologies for Software Development Lifecycle (SDLC).
Responsibilities include analyzing problems;documenting business processes and data lifecycle; developing datarequirements user stories and acceptance criteria; and testing.VDOT is a fastpaced organization with very high standards for workquality and efficiency. This position is expected to handlemultiple projects and remain flexible and productive despitechanging priorities and processes. Responsibilities:
* Work with the Project team members and businessstakeholders to understand business processes and painpoints
* Develop expertise in the customersdatasets and data lifecycle
* Profile sourcedata; review source data and compare content and structure todataset requirements; identify conflicts and determinerecommendations for resolution
* Conduct entityresolution to identify matching and merging and semantic conflictsElicit record and manage metadata
Diagram currentprocesses and proposed modifications using process flows contextdiagrams and data flow diagrams
* Discover anddocument requirements and userstories with a focus on improvingboth business and technical processing
* Decompose requirements into Epics and Features and createclear and concise user stories that are easy to understand andimplement by technical staff
* Utilizeprogressive elaboration; map stories to data models andarchitectures to be used by internal staff to facilitate masterdata management
* Identify and group relateduser stories into themes document dependencies and associatedbusiness processes
* Assist Product Owner inmaintaining the product backlog
* Createconceptual prototypes and mockups
* Collaboratewith staff vendors consultants and contractors as they are engagedon tasks to formulate detail and test potential and implementedsolutions
* Perform Quality Analyst functionssuch as defining test objectives test plans and test cases andexecuting test cases
* Coordinate and FacilitateUser Acceptance Testing with Business and ensure ProjectManagers/Scrum Masters are informed of the progress
QualificationsRequired:
* The candidatemust have a minimum of 10 years of experiencedelivering business data analysis artifacts
* 5 years of experience as an AgileBusiness Analyst; strong understanding of Scrum concepts andmethodology
* Experience organizing andmaintaining Product and Sprint backlogs
* Experience translating client and product strategyrequirements into dataset requirements and user stories
* Proficient with defining acceptance criteria and managingacceptance process
* Experience with enterprisedata management
* Expertise with MicrosoftOffice products (Word Excel Access Outlook Visio PowerPoint ProjectServer)
* Experience with reporting systemsoperational data stores data warehouses data lakes datamarts
* The candidate must have exceptionalwritten and oral communication skills and have the proven abilityto work well with a diverse set of peers and customers
Preferred:
* Certified Business Analysis Professional(CBAP) and/or Certified Scrum Product Owner(CSPO) Certification
* Certified Data Management Professional(CDMP)
* Experience usingTeam Foundation Server and work item tracking.
* Experience with automated testing tools such asTest Complete.
