As part of the Department of Work and Pensions (DWP) response to tackling fraud within the welfare system, the Department utilises covert surveillance to gather evidence to prove or disprove offences. This is an opportunity to join as a team leader within our team of highly trained, dedicated operatives in this challenging but highly rewarding role. This is not a normal office hours role. It will require you to work unsociable hours (early start and late finishes) including some weekend work, alongside a good level of fitness.

As a CFCD Covert Surveillance Team Leader, you will:

1. Ensure organisational effectiveness by providing leadership to drive the smooth running of all operations, including fostering cohesive teamwork and developing and implementing agreed processes.
2. Regularly deploy on surveillance operations, promoting continuous professional development through regular skill reviews to ensure team members comply with relevant training and practices.
3. Create an environment that promotes engagement, supporting a culture of coaching and team-based approaches.
4. Operate as part of a team focused on achieving collective goals and priorities, managing resources effectively in a changing organisational structure to drive efficiencies and reduce costs.
5. Manage your team in taking forward tasking requests, ensuring surveillance activities provide value for money, are compliant with legal requirements (such as Regulation of Investigatory Powers Act 2000, Police Act 1997, Criminal Procedures and Investigations Act 1996), and follow the Investigatory Powers Commissioner's Office recommendations and departmental requirements.
6. Occasionally lead the Surveillance Team as an Officer in Charge (OIC), providing direction to achieve operational objectives under dynamic circumstances.
7. Undertake risk assessments.
8. Manage your team in producing evidential packages of a high standard, including witness statements, exhibit evidence, and compiled video/audio evidence, ensuring continuity and preparing disclosure schedules in accordance with legislation.
9. Strictly adhere to DWP's surveillance standards, instructions, and processes to ensure legal and policy compliance.
10. Complete a demanding suite of learning events necessary for the role, some of which may be residential and are assessed for successful completion.
11. Promote professional standards at all times.
12. Appear as a witness in court as required.
13. Participate actively in surveillance operations, often requiring attendance during unsocial hours, travel, and overnight stays.
