Norfolk is a beautiful and dynamic county experiencing unprecedented growth in housing and employment across all Districts, with large-scale urban extensions underway. The Growth and Investment directorate plays a key role in ensuring Norfolk's future prosperity. Within this directorate, the Major and Estate Development team represents the highway authority in determining major planning applications across the county.
There are two job descriptions for different grades, and applications are welcome for both. The appointment will depend on experience and demonstrated competencies.
The team seeks an enthusiastic, dynamic, and proactive individual eager to work in a vibrant, forward-thinking environment to help deliver ambitious, long-term sustainable growth in Norfolk. Responsibilities include facilitating countywide strategic development sites and major developments, working with Local Planning Authorities, developers, elected members, and stakeholders in the planning process.
You will represent the County Council in considering large-scale growth proposals at all planning stages, ensuring safe, sustainable development and broadening travel choices. Building strong partnerships with local authorities and external organizations is essential for delivering multi-agency projects. You will attend public meetings, planning committees, and development & delivery team meetings.
The ideal candidate will have a degree in a relevant discipline or equivalent experience. You should demonstrate the ability to work with diverse stakeholders, understand operating in a political environment, and collaborate effectively with elected members, partners, and organizations.
This role is both challenging and rewarding, involving complex proposals, attention to detail, and a sound knowledge of highways and transport matters. The ability to influence key decisions is crucial.
Interviews will be held in person. While regular office work is expected, a hybrid working model is supported, with good broadband connectivity required for remote work.
