The Role You’ll take on a pivotal role where your leadership will help shape long-term regeneration, influencing how Cornwall grows and develops. You will help deliver major programmes that define places and communities, working within a driven, ambitious and collaborative service. This is a rare opportunity to shape the future fabric of Cornwall and make a lasting impact. We are recruiting three Senior Client Development Leads — each dedicated to one of Cornwall’s flagship development programmes. Please state your programme preference(s) in your application: Langarth Garden Village & Pydar — transformational developments creating new homes, neighbourhoods, public spaces and modern infrastructure. Devonport & South East Cornwall — regeneration powering the renewal of coastal towns, communities and economic centres. Cornwall Airport Newquay — strategic development at one of Cornwall’s most important economic gateways. You will: Act as the Council’s Lead professionals for one of the above programmes (combined value of £50m–£200m) from strategy through to delivery. Strengthen governance, decision-making and programme controls. Oversee feasibility, business cases and financial modelling with expert advisors. Navigate complex planning, land, legal and commercial matters with confidence. Work closely with Members, senior officers, advisors, planners, lawyers and delivery partners to turn vision into reality. Build strong relationships with partners and stakeholders. Provide clear, evidence based advice to senior leaders and Elected Members. This is a high impact leadership role at the heart of Cornwall’s transformation. Working Pattern This is a flexible hybrid role, with travel to programme-related sites as required. What You’ll Need to Succeed You bring substantial experience in development, regeneration, construction or property, and understand how major programmes come together. A professional qualification (RICS, RIBA, CIOB or equivalent) is required alongside strong senior-level experience. You bring: Proven experience delivering large, complex development or regeneration programmes. Confidence working with senior stakeholders and partners. Strong understanding of development processes, planning, commercial frameworks and land issues. The ability to navigate risk and provide clear, practical advice. Strong communication, relationship-building and negotiation skills. A genuine passion for delivering programmes that create meaningful impact for Cornwall’s communities.
