Senior Advisor - Future Agriculture - Environmental Land Management - 31666

England is undertaking significant reform of agricultural policy and spending in the Environmental Land Management (ELM) schemes, moving from the Common Agricultural Policy (CAP).
ELM schemes support farmers to provide public goods in return for public money, incentivising water, soil and biodiversity outcomes alongside food production. This role involves working with Defra and delivery partner colleagues to improve our services to farmers and shape our organisational response to government reviews relevant to water, environment and climate targets.
This role will influence the design and delivery of incentives within the wider context of the EA2030 strategy and regulatory reform, including the delivery of Countryside Stewardship Higher Tier (CSHT). You will contribute to the ongoing improvement of CSHT through its design and delivery and work with senior leaders across teams and organisations to articulate a scheme that meets our outcomes.
The Environment Agency ELM team is seeking dynamic, strategic thinkers to inform and shape the future of ELM, particularly CSHT delivery. You will provide advice in meetings, manage commissions, oversee programme milestones, and identify future risks and resource requirements while collaborating across government, statutory bodies and industry in an agile, fast-paced environment.
Responsibilities
* Provide advice in meetings and manage commissions related to the Farming and Countryside Programme.
* Deliver and oversee milestones, identify risks and resource needs, and ensure alignment with organisational outcomes.
* Work across multiple teams and organisations with senior leaders to articulate an effective CSHT and broader ELM design.
* Influence policy design and delivery of incentives within the Environmental Land Management framework.
* Contribute to continuous improvement of scheme design and delivery in partnership with Defra and delivery bodies.
Experience and qualifications
* Experience of Agriculture and working with Defra and other statutory bodies is essential.
* Politically aware with excellent communication and networking skills.
* Understanding of environmental sensitivities associated with significant agriculture sector reform.
* Experience interpreting/evaluating evidence to propose risk-based solutions for challenging problems.
* Ability to prioritise and deliver complex work; self-starter who develops and advances ideas.

Other information
You’ll have an incident management objective in your development plan. Appropriate training will be provided. The role is national with a flexible/hybrid working arrangement in England; some travel and occasional overnight stays are required.
