As the Head of Development Management & Major Projects, you will provide strategic leadership to the Planning and Enforcement functions of Liverpool City Council. This is a high‑profile interim role designed to deliver a modern, customer‑focused, and business‑friendly planning service that aligns with the City’s ambitious regeneration goals. You will oversee the end‑to‑end delivery of major development projects of strategic importance to the City, bridging the gap between development control, planning policy, and implementation. Your leadership will ensure that Liverpool's Local Plan vision is embedded in every decision, maximizing development opportunities while ensuring wider social, economic, and environmental benefits for the community.
Responsibilities
* Lead and modernize the Development Management and Enforcement functions, ensuring they are high‑performing and customer‑centric.
* Develop and maintain critical relationships with regeneration partners, local communities, and regional/national bodies to ensure fair representation in the planning process.
* Directly oversee regionally important planning applications from submission and negotiation through to determination and delivery.
* Ensure Development Management contributes positively to the strategic Local Plan, land use allocations, and sound evidence‑based policy preparation.
* Monitor the Development Management work programme, including the reporting, collection, and expenditure of Section 106 monetary contributions.
Qualifications
* A degree or diploma in Town Planning (RTPI recognized) or equivalent high‑level experience.
* Eligibility for or current membership of the Royal Town Planning Institute (RTPI).
* Proven experience managing a Development Management team within a large urban authority.
* A track record of delivering service excellence and creating high‑quality built environments in complex urban settings.
* Demonstrable experience dealing with large‑scale development proposals, complex appeals, and enforcement cases.
* Experience in the wider management of planning functions, including policy implementation and strategic planning.
* Possess a full UK driving licence.
