Retrofit Project Manager
Housing Solutions is looking for a Retrofit Project Manager to lead on its ambitious Warm Homes programme, aiming to bring 323 homes up to an EPC C by 2028. This is a 30‑month Fixed Term Contract.

About The Role
As the Housing Solutions responsible person, you will manage the end‑to‑end delivery of the program, serving as the point of contact for DESNZ and RISE, and working with Turner & Townsend. You’ll be the primary contract manager, ensuring the programme is delivered on time, within budget, and meeting the approved level of matched funding governance.
Your day‑to‑day responsibilities include issuing orders, evaluating variations, chairing progress meetings, liaising with residents, resolving compliance issues, post‑inspections, validating and authorising payments, and addressing any delays that may arise.
You will also produce regular updates to the DESNZ portal and compile internal & external stakeholder reports.
Beyond delivery, you will identify and assess new technologies and funding streams for future thermal improvement projects, develop a skills strategy for PAS 2035 delivery, and contribute to the wider Assets team in developing specifications, standards, budgets, and planned projects.
About You
We are seeking someone with strong technical expertise and project management skills who can balance compliance, cost control, and innovation. You should hold an HNC/HND in Building Surveying, CIOB or an equivalent qualification and have a sound understanding of current safety regulations and legislation.
Experience in managing contracts and delivering building or repair projects within budget is essential, as is knowledge of alternative contract pricing methods.
You must have a solid technical awareness of residential structures and common building defects, an understanding of property law and construction contracts, strong problem‑solving skills, effective time management, and the ability to communicate clearly with a wide range of stakeholders.
Proficiency in Microsoft Office and company systems is required, along with a valid driving licence, a roadworthy vehicle, and Basic DBS clearance. You should also be comfortable using PPE, stairs, and ladders during site inspections.
It would be an advantage if you have experience writing specifications and contract documents, managing residential repair or improvement projects, and procuring contractors and consultants. Knowledge of contracts for repair and improvement projects, building insurance claims, and party wall legislation would also be beneficial.
The successful applicant will require a basic Disclosure and Barring Service (DBS) certificate which is considered satisfactory to Housing Solutions.
