Digital Commercial Manager – Parliamentary and Health Service Ombudsman
Fixed‑term contract (6 months). Interview dates: 08 and 09 December 2025.
About the role
The Parliamentary and Health Service Ombudsman (PHSO) is a modern, vibrant organisation based in Manchester that investigates complaints about UK government departments and the NHS. This role focuses on commercial and procurement practices for our digital products, ensuring that our purchasing complies with statutory requirements, delivers value for money, and is managed effectively from start to finish.
Responsibilities
* Provide clear advice on procurement and contract management to support team objectives.
* Manage the full procurement cycle – from planning and tendering to contract negotiation and ongoing supplier performance.
* Analyse markets and engage with suppliers to shape requirements and test new solutions.
* Build strong relationships with internal stakeholders and external partners, ensuring transparency and collaboration.
* Identify and manage risks throughout procurement and commercial activities.
* Keep up to date with government policies, digital trends, and market changes to guide decisions.
Qualifications
* Extensive experience in public sector procurement of digital goods and services, including partnership arrangements, call‑off contracts, co‑development, and intellectual property.
* Track record of acting as a strategic advisor and partner to internal teams.
* Expertise in drafting, negotiating and managing contracts with a focus on compliance and performance monitoring.
* Experience with the commercial aspects of licensing, cloud computing, capital and revenue funding, and the technology/digital lifecycle.
* Full membership of the Chartered Institute of Procurement and Supply (MCIPS) or equivalent.
