Due to the expanding portfolio of capital projects, to aid in the governance and management of both local capital teams in the North and East, we are currently recruiting for two Deputy Head of Capital projects, one to be based in Barnstaple and the other in Exeter. Both positions will be designated as key members of the Senior Divisional Management Team, contributing fully to the strategic and general management within the Division and ensuring that Estates strategies and policies are consistent with operational requirements. Working with the Head of Capital Projects to provide expert advice to Divisional management teams on all appropriate Estates Capital matters.
To be responsible for the capital management of all areas of the Trust’s estate and any other estate, or part of, which is under contract via a Service Level Agreement.
Ensure the provision of an effective high-quality Estates Capital service to the Trust.
As the nominated Deputy Capital Lead for individually North and East for coordinating and managing key risks, the post holder will take or instruct the appropriate action based on their own interpretation of professional and technical guidelines together with Trust policies and procedures. The post holder will be responsible for demonstrating the appropriate evidence that led to given instructions and where required, following evaluation, seeking the necessary advice from the Head of Capital Projects, Associate Director of Strategic Capital & Estates. The post holder will from time to time be asked to justify giving decisions via the Trust’s governance structure (e.g. to the Safety & Risk Committee, Finance committee or the Governance Committee).
Working with the Head of Capital Projects and the Associate Director of Strategic Capital & Estates in assisting in the development and implementation of agreed Estate strategies to ensure that the Trust meets its statutory responsibilities and is responsive to change. To be point of contact for major Capital programmes inclusive in the North, Our Future Hospital and the Our Future Hospital Associate Director, and in the East, District Heating and Infrastructure and the Associate Director of Energy and Decarbonisation, as current examples.
Ensure compliance with legal/statutory requirements and relevant technical guidance and policies.
To provide effective direct day to day operational management of Estates Capital teams as well as contractors, architects, specialist advisors cost consultants.
Ensure effective management of financial resources within the department.
Ensure a patient focused service is provided in a quality environment, giving privacy and dignity to patients in line with the Trust’s Vision & Values initiative.
Work with the Head of Capital Projects, Head of Estates and the Associate Director of Strategic Capital and Estates to devise and implement risk-based investment and divestment programmes for the targeted reduction of backlog maintenance/Estates Improvement Programmes resulting in improvements to key performance indicators.
All the above in conjunction and adherence with the Job Descriptions, Deputy Head of Capital North, Deputy Head of Capital East.
Working Pattern: 37.5 hours per week. Monday - Friday (Weekends and out of hours by exception)
