Buyer – Civil Engineering & Building
Location: Winchester
Salary: Up to £50,000 + Car Allowance + Pension + 25 Days Holiday
Blaymires Recruitment is representing a respected regional contractor based in Winchester who is searching for a Construction Buyer to join their team.
The company delivers high-quality building and civil engineering projects across the South of England, with values typically up to £3M, and is experiencing steady growth across both the building and civils sectors.
Role Overview
As Construction Buyer, you will play a key role within the procurement and supply chain function. You will be responsible for sourcing, negotiating and purchasing materials, plant and equipment, ensuring timely delivery, cost efficiency and compliance with project specifications. You will work closely with commercial, estimating and site delivery teams to support successful project outcomes.
Key Duties & Responsibilities
* Source, evaluate and select suppliers and subcontractors for materials, plant, equipment and services.
* Obtain competitive quotations, lead commercial negotiations and place purchase orders aligned with project budgets/programmes.
* Monitor supplier performance, delivery schedules and quality, resolving specification or delivery discrepancies.
* Support the estimating team with tender pricing, take-offs and value engineering options.
* Work collaboratively with site teams and Project Managers to align procurement with build programmes.
* Maintain procurement records, approved supplier lists, PO logs, cost files and delivery tracking.
* Track market trends (lead times, cost changes, supply chain risk) and identify alternative materials or procurement solutions.
* Ensure adherence to company procurement policy, quality standards and sustainability requirements.
* Resolve invoice queries, manage variations and administer supplier contract terms.
* Prepare procurement reports and updates for commercial management.
Qualifications / Skills / Experience
* Proven experience as a Buyer within construction (main contractor, civil engineering or building environment preferred).
* Strong supplier management and negotiation skills.
* Commercially astute, with good understanding of budgets, cost control and supply chain dynamics.
* Well organised, proactive and confident working across multiple projects.
* Knowledge of construction procurement best practice and value engineering processes.
