Mears Limited is seeking an exceptional Operations Director to lead the operational delivery and commercial performance of our contract with North Lanarkshire council. Reporting directly to the Managing Director, you will play a key strategic role in ensuring customer-focused, end-to-end service excellence across housing, compliance, responsive repairs, planned maintenance and investment programmes is met whilst ensuring all internal KPI’s are met.
You will be the second in command to the Managing Director and will need to step up when they are out of the business.
You will provide strategic leadership to office teams, operational teams and our supply chain—driving performance, innovation, customer engagement and continuous service improvement. You will be central to maintaining strong tenant and client satisfaction while developing trusted, collaborative relationships that support the long-term success of the contract. You will play a vital role in ensuring delivery of social value expectations within the contract.
Key Responsibilities:
1. Lead all operational and commercial activities to deliver contracts and services on time, within budget, and to the highest standards
2. Mobilise new contracts effectively, ensuring alignment with Group strategy and local plans
3. Drive productivity, innovation, continuous improvement, and new working practices
4. Oversee contract administration, procurement, pricing, risk management and regulatory compliance
5. Client, Tenant & Stakeholder Engagement
6. Build and sustain strong relationships with clients, suppliers, and subcontractors
7. Ensure a high-quality customer experience, embedding customer-first values
8. Monitor KPIs, SPIs, compliance and cost control
9. Review business performance regularly to ensure P&L delivery meets or exceeds targets
10. Manage subcontractor performance to meet commercial, service and compliance requirements, including key areas such as gas safety
11. Provide leadership in health, safety and environmental management across all operational activities
12. Ensure adherence to legislation and work closely with Group HSE teams to maintain a strong safety culture.
Key Criteria:
13. Degree / Professional Qualification
14. Construction-related qualifications (Degree, CIOB, RICS, IOSH or NEBOSH)
15. Senior operational leadership experience in repairs, maintenance or construction
16. Strong commercial acumen with contract knowledge
17. Experience within social housing or local authority environments
18. Excellent leadership, communication, negotiation and influencing skills
19. Strong analytical capability to drive operational and financial improvements
20. Deep understanding of repairs, maintenance, compliance and investment works
21. Ability to manage diverse teams and large subcontractor groups
22. Robust knowledge of health and safety regulations
23. Holds a full clean driving licence

To drive a Mears vehicle, you must be aged over 21 have held your licence over 3 months and have less than 9 points.
