BACKGROUND
We are seeking to appoint an experienced Product Manager to guide the transition towards a product-focused approach in the delivery of services. This position is central to redefining the ways in which products are identified, developed, and managed within the department. The successful candidate will play a crucial role in moving away from traditional project-based delivery models. Instead, the emphasis will be on implementing practices that prioritise long-term value, measurable outcomes, and the needs of users. The Product Manager will help to embed these principles into the department's everyday operations, ensuring a sustained focus on delivering lasting benefits for both the organisation and its stakeholders.
The Product Manager will play a key role in establishing the overarching product vision and strategy for the department. The remit includes introducing best practice product management methodologies and supporting the M365 CoE teams and stakeholders in the adoption of these new approaches. The successful candidate will be expected to balance direct involvement in product delivery with the provision of coaching and capability-building activities. This dual focus will help ensure that the department is equipped to maintain and embed product-centric thinking and processes well beyond the duration of the contract.
DUTIES AND RESPONSIBILITIES
* Define and communicate clear product vision, strategy and roadmaps aligned to organisational and departmental goals, with a focus on the Power Platform portfolio.
* Shift the department from a project-led to a product-centred delivery model.
* Establish product ownership, governance and prioritisation processes for the Power Platform.
* Introduce user-centred practices (user research, feedback loops, discovery) within the Power Platform delivery model.
* Create and manage product roadmaps and backlogs, ensuring priorities reflect organisational strategy and user needs.
* Manage and prioritise product backlogs for the Power Platform team, ensuring alignment with user and business needs.
* Engage and collaborate with stakeholders to identify opportunities for the Power Platform to drive business value.
* Facilitate workshops and discussions to build shared understanding of product priorities.
* Coach, mentor and support M365 CoE leads to embed product management practices.
* Develop supporting artefacts (playbooks, templates, guidelines) for ongoing use.
QUALIFICATIONS
* Degree or equivalent experience in business, digital, technology or related field.
* Professional certification in product management, agile or project delivery (CSPO, PSPO, APM, SAFe or equivalent) is desirable but not essential.
SKILLS AND EXPERIENCE
* Proven experience working as a Product Manager in a complex environment.
* Strong ability to define and deliver product strategy, vision and roadmaps.
* Excellent stakeholder engagement and communication skills, including with senior leadership.
* Knowledge of user research, service design and agile delivery practices.
* Ability to balance business priorities, user needs and technical feasibility.
* Strong facilitation skills, with experience running workshops and collaborative sessions.
* Experience in coaching and knowledge transfer to build team capability.
* Comfortable working in fast-paced, evolving environments.
WORKING ARRANGEMENTS
Work will be based at Cardiff Offices
Over the duration of the contract, the successful candidate may be required to work onsite either part or full time. In the event that the successful candidate is called to work on site, there will be no negotiation on the day rate agreed at award of contract.
CONTRACTUAL ARRANGEMENTS
This job role has been assessed as operating ‘Inside’ IR35. Agencies must only submit candidates who operate on this basis.
