Job purpose

Castle Point Borough Council (CPBC) are seeking an experienced Building Surveyor / Project Management Surveyor working within Estates in the Commercial and Assets Directorate, who will have a strong commercial and technical surveying background to lead on a wide range of projects from minor refurbishment, re-roofing, through to a wider focus on capital investment opportunities across the Council’s commercial and community assets (non-housing).

The role is to provide day to day advice on building, fabric and associated infrastructure along with specialist advice on defects, determining significant repairs, replacements and/or upgrades through to informing strategic investment decisions and annual budget setting across the portfolio.

As part of the Estates team, you will be integral to managing the delivery of these projects, ensuring they meet quality standards, timelines and budget constraints.

Key Responsibilities:

1. Work proactively and positively with the Estate & Asset Manager and wider estates team to ensure the successful working of Estates in the Commercial & Assets Directorate.
2. Oversee and manage the planning, execution, and completion of various building projects, including repairs, refurbishments, roofing, and minor works providing contract administrator role. Provide an educated client role to manage external professional consultants leading project design from RIBA Stages 0 - 7 as required.
3. Conduct detailed building surveys and condition assessments for the Council’s commercial and community assets to identify and prioritise maintenance and repair needs for the team to manage.
4. Provide professional advice on building matters, including the preparation of specifications, tenders, and cost estimates for works required.
5. Lead an aligned and co-ordinated approach between Planned Maintenance Surveyor and Property Technical Officer to ensure team are informed or priorities and can plan effective use of resources in a timely manner to provide good customer service and efficiencies operating the estate.
6. Build and maintain strong working relationships with key stakeholders and contractors, ensuring effective communication and that projects are delivered successfully.
7. Ensure all works comply with relevant regulations, health and safety standards, and best practice guidelines.


Essential Criteria

Proactively contribute towards team objectives and ensure best practice techniques and technology are being adopted.

Five years minimum experience and qualification in building and facilities related training.

MRICS qualified or similar professional qualification post graduate level.

Assist with the delivery of strategies, plans, property interventions and carrying out all building surveying related functions.

Provide technical input to asset management plans to maintain records and inform ongoing investment decisions.

Actively ensure buildings and infrastructure are maintained and operated in accordance with such agreed standards providing solutions on technical issues.

Provide detailed property intervention information to support delivery of programmes of work, ensuring they are completed to agreed specifications, such as damp, fire, disrepair, structural to maintain health and longevity of the estate.

Provide information on proposed projects to assist in the preparation of feasibility to determine project viability for discussion management.

Recommend changes for development of process, procedure and initiatives to promote continuous service delivery and ensure objectives and standards are achieved across the service provision.

Produce detailed scope of works, preparation of specifications for capital investment projects and planned maintenance programmes in order to effectively deliver the Asset Management Strategic Plan ensuring the stock is kept in good condition and meets business needs now and in the future.

Provide information to management on development and improved service delivery in respect to Value for Money, Compliance, Legislation and Best Practice.

Assist the estates team with the overall development of strategies and business plans for the Council. To meet the objectives of the Corporate Plan, Asset Strategy and asset management plan to inform all investment opportunities within the estate.

Promote a positive culture around performance, scrutiny and challenge to effectively manage all assets.

Strong project management experience, with the ability to oversee multiple projects simultaneously.

Good understanding of building construction, refurbishment, and maintenance processes, undertake and review stock condition survey reports in support of the corporate aims and objectives and carry out inspections and updates to annual condition surveys to establish and prioritise maintenance and investment programmes.

Excellent communication and negotiation skills.

Ability to work autonomously and as part of a team, managing contractors and stakeholders effectively. To prepare for projects liaising with a variety of internal departments and services within the Council, including Legal and Economic Development teams, to provide an integrated and corporate landlord approach to the management of the property estate.

Assist in emergency situations to allow decisions within area of expertise.

Ensure that inspection and survey reports are uploaded accurately into the Asset Management database.

Proactively use specialist knowledge, expertise and experience to evaluate often technically complex and conflicting information, exploring all possible solutions and presenting well-reasoned options and recommendations.

Have good working knowledge of Planning and Building Regulations, CDM Regulations and Party Wall Legislation, applying this in day-to-day operations and support surveyors in the application of this. Attend meetings and liaise with local planning and building control where required, ensuring necessary permissions are obtained and evidenced.

Plan and manage day to day allocated workload area/project, to maximise service quality, efficiency and continuity.

Advise on areas of improvement to service delivery in accordance with legislative changes and good practice to support operational services, promote joint working and co-operation on all projects and programmes of work to mitigate risk.


Desirable:

1. Experience in the public sector or working with local authorities.
2. Knowledge of health and safety regulations within construction and building works.
3. Previous experience working with commercial and community assets (non-housing).
4. Knowledge of the Essex area and the Council's community-driven ethos.
5. Full driving licence and own vehicle.
