Job Overview

An opportunity has arisen for a Consultant to join CNWL NHS FT Health & Justice Services. We are looking for a Consultant who is passionate about prison psychiatry and can deliver outstanding clinical leadership to the mental health team. This Post is ideally suited for a Consultant who enjoys assessing and treating challenging and unusual mental and physical health clinical presentations in a complex long term environment.


Main Responsibilities

* Provide clinical leadership to ensure the delivery of high quality patient care to the men resident.
* Develop their own specialist interests and if appropriate bring these in line with Trust and local service development.
* Teach and train specialist nurses, other nurses and prison staff where appropriate.
* Contribute to the maintenance and development of offender care services within the Trust to the highest standard through clinical audit and other activities related to Care Quality.
* Assessment (including the assessment of risk), treatment, care planning and multiagency liaison for people with mental health problems in the prisons.
* Undertake Mental Capacity Assessments.
* Contribute to planned emergency interventions.
* Liaise with prisons, courts, statutory and non‑statutory agencies concerning all aspects of the mental health care management of men with mental health problems in the prisons.
* Work closely with the Manager, Psychologists and other lead professionals to provide clinical leadership and ensure safe, supportive care.
* Liaise closely with other medical, clinical and managerial staff to provide high quality care pathways.
* Participate, when relevant, in the ACCT (self-harm / suicide prevention) processes.
* Practice in accordance with NICE and other relevant Guidelines and CNWL Trust policy.
* Accurate record keeping according to Trust and professional guidelines (data protection legislation and information governance standards).
* Application of the Mental Health Act including sections 48/49 and 47/49.
* Contribution to Care Quality through audit, research, and participation in local and Trust wide care quality processes, including CQC inspections.
* Practice in accordance with NICE and other relevant guidelines.
* Contribute to ensuring that the Health and Justice Directorate and the Trust as a whole achieve the activity, performance and outcome targets as agreed with key stakeholders.
* Contribution to service development (care pathways/clinical protocols/new service development) according to need and in agreement with the Clinical Director.
* Undertake the administrative duties associated with the care of patients.
* Record clinical activity accurately and comprehensively, and submit this promptly to the Information Department.
* Participate in service and business planning activity for the locality and, as appropriate, for the whole mental health service.
* Participate in annual appraisal for consultants.
* Attend and participate in the academic programmes of the Trust, including lectures and seminars as part of the internal CPD programmes.
* Maintain professional registration with the General Medical Council, Mental Health Act Section 12(2) approval, and abide by professional codes of conduct.
* Participate annually in a job plan review with the Clinical Director, which will include consultation with a relevant manager to ensure that the post is developed to consider changes in service configuration and delivery associated with modernisation.
* Work with local managers and professional colleagues in ensuring the efficient running of services, and share with consultant colleagues in the medical contribution to management.
* Comply with the Trust’s agreed policies, procedures, standing orders and financial instructions, and take an active role in the financial management of the service and support the medical director and other managers in preparing plans for services.

Central and North West London NHS Foundation Trust (CNWL) is one of the largest trusts in the UK, caring for people with a wide range of physical and mental health needs. We have approximately 7,000 staff that provide healthcare to a third of London's population and across wider geographical areas, including Milton Keynes, Kent, Surrey and Hampshire.

The Mental Health Team in HMP Aylesbury works closely with prison staff and other health and non-health contracted services to provide a person‑centred, continuous service that promotes positive health and social care outcomes, sustainable resettlement and reduction in re‑offending.

HMP Aylesbury is a Category B prison with a Category A function built in 1992. Within the perimeter it has a Close Supervision Centre, which accommodates a number of the highest risk men within the prison estate. It also has a Separation Centre, which accommodates inmates felt to be at risk of radicalising others and a Protected Witness Unit. It does not have a remand function.

The prison accommodates approximately 500 adult male prisoners and a small number of Category A young offenders. CNWL provides primary care, mental health and addiction services and is an integral part of the wider prison team contributing to the rehabilitative culture within the establishment.


Qualifications

Essential criteria

* MB BS or equivalent medical qualification.

Desirable criteria

* Qualification or higher degree in medical education, clinical research or management.
* Additional clinical qualifications.
* MRCPsych OR MRCPsych equivalent approved by the Royal College of Psychiatrists.


Eligibility

Essential criteria

* Fully registered with the GMC with a licence to practise at the time of appointment.
* Included on the GMC Specialist Register OR within six months.
* Approved clinician status OR able to achieve within 3 months of appointment.
* Approved under S12 OR able to achieve with 3 months of appointment.

Desirable criteria

* In good standing with GMC with respect to warning and conditions on practice.


Clinical Skills, Knowledge & Experience

Essential criteria

* Excellent knowledge in specialty.
* Excellent clinical skills using bio‑psycho‑social perspective and wide medical knowledge.
* Excellent oral and written communication skills in English.
* Able to manage clinical complexity and uncertainty.
* Makes decisions based on evidence and experience including the contribution of others.
* Able to meet duties under MHA and MCA.

Desirable criteria

* Wide range of specialist and sub‑specialist experience relevant to post within NHS or comparable service.
* Experience of Quality Improvement.
* Management experience.
* Membership of committee / relevant regulatory body.
* CQC preparedness.
* Contract / procurement knowledge.


Academic Skills & Lifelong Learning

Essential criteria

* Participated in continuous professional development.
* Participated in research or service evaluation.
* Able to use and appraise clinical evidence.
* Has actively participated in clinical audit.

Desirable criteria

* Evidence of achievement in education, research, audit and service improvement: awards, prizes, presentations and publications.
* Has led clinical audits leading to service change.
