About the Role:
One of my local government clients is seeking an experienced Billing and Recovery Officer to support the Revenues team on a short-term assignment. This role is essential to ensuring effective billing and enforcement processes for Council Tax, helping maintain high collection rates and providing excellent service to residents.
Key Responsibilities:

Maintain up-to-date knowledge of Council Tax legislation, recovery policies, and case law.

Administer the recovery of Council Tax, including issuing final notices, summonses, and liability orders.
*
Handle inbound enquiries via phone, email, and letter, negotiating payment arrangements.
*
Refer and monitor cases with external enforcement agents, determining next steps on returned cases.
*
Represent the Council in court proceedings related to Council Tax liability when required.
*
Compile statistics and assist in software testing for Council Tax systems.
*
Ensure a joined-up approach to corporate debt recovery in line with legislation.
*
Prioritise and manage personal workload effectively to meet team objectives.
*
Demonstrate awareness of equality, diversity, and inclusion in all interactions.
Requirements:
*
Prior experience in a Council Tax billing or recovery role (public sector/local authority).
*
Good working knowledge of recovery enforcement tools, liability orders, and legal processes.
*
Strong communication skills and ability to negotiate payment plans empathetically.
*
Familiarity with Council Tax software (e.g., Northgate, Capita, or Civica) is advantageous.
*
Availability for the full assignment duration.
