Property and Space Officer

WWL manages a large, dispersed estate across Wigan Borough, covering 77 square miles, including three hospitals, more than 20 community clinics, an Urgent Treatment Centre, a major outpatients centre, libraries, retail units, training centres and offices. This position supports the allocation of accommodation and office space across multiple sites.
This vacancy is open to all internal and external candidates. NHS employees are encouraged to secure their manager’s agreement for a secondment arrangement prior to applying. It is advertised on a fixed‑term basis for 2 years, funded on a non‑recurrent basis, with potential to become permanent.

Main duties
* Keeping detailed records of all move requests.
* Maintaining a database of the occupiers of every room.
* Producing statutory annual return information for ERIC and PLACE.
* Raising purchase orders and processing invoices.
* Liaising with WWL teams to obtain their requirements.
* Negotiating with various teams and managers.
* Maximising utilisation of the estate.
* Working on various projects.
Job responsibilities
Key responsibilities include monitoring, allocation and reporting on office and clinical space utilisation across all teams; calculating workspace required to comply with Regulation 10 of the Health and Safety Regulations 1992 and relevant NHS Health Building Note; advising stakeholders on appropriate use of space, including clear desk and shared desk principles; providing detailed information on areas and utilisation for the annual DoH ERIC return; utilising the Trusts Devolved Financial Management system and complying with Standing Financial Orders; liaising with the Capital Projects Team on developments; planning short-, medium- and long‑term workplace accommodation; providing responses to FoI requests relating to estate use; implementing PLACE inspections and action programmes; owning, up‑keeping and managing the database of all staff locations; collating occupation surveys; seeking digital solutions to manage utilisation; delivering accommodation solutions on time; managing all workplace accommodation projects across the Trust; arranging all office moves, charging relevant costs; keeping IT informed of changes; organising installation of data and electrical points; allocating accommodation across the Trust; liaising with staff and managers to understand their needs; supporting the Community Estate Manager; working with the Environmental and Sustainability Team; ensuring purchasing procedures comply with Trust standing orders and financial instructions; raising purchase orders, monitoring deliveries, and recharging stakeholders.
Qualifications
* A degree or equivalent in a related subject, with knowledge of property or estate management.
* Specific qualifications and training relating to Estate Management.
Experience
* Comprehensive knowledge and practical experience of space or accommodation management.
* Experience in management of complex projects.
* Experience of working closely with multi‑disciplinary teams.
* Experience of supporting refurbishment schemes.
Skills

* High level of literacy, numeracy and analytical skills.
* Experience of report writing for executives.

* Knowledge of current challenges within the NHS.
* Knowledge of NHS processes and systems.
Additional
* Current driving licence; you must be able to drive and have access to a vehicle.
* Speak English to an appropriate standard with confidence and accuracy.
