Nuclear Licensing Lead

Full-Time / On-Site

An exciting opportunity has arisen for a Nuclear Licensing Lead to join the Regulatory Liaison and Licensing Team within the Safety, Security and Licensee Authority (SSLA) Function at Rolls-Royce Submarines Limited (RRSL).

The Nuclear Licensing Lead will be part of a dynamic team responsible for providing timely regulatory licensing advice, guidance, and support to the business throughout the full lifecycle of nuclear licence applications. This includes interpreting regulatory requirements, developing licensing and permitting strategies, preparing formal submissions, liaising with regulators, and ensuring ongoing compliance with nuclear industry standards.

What you will be doing:

* Provide clear, authoritative advice to project teams and senior leaders on nuclear licensing requirements, obligations, and regulatory expectations.

* Support the development of licensing and permitting strategies that align with business objectives and regulatory frameworks.

* Interpret legislation, standards, codes of practice, and guidance relevant to nuclear licensing, environmental permitting and safety cases.

* Lead and coordinate the preparation, review, and submission of nuclear licence applications, amendments, and supporting documentation.

* Ensure all submissions meet regulatory standards for completeness, accuracy, and quality.

* Act as the primary interface with licensing and permitting authorities, responding to queries, providing clarifications, and representing business positions.

* Support internal assurance activities, including audits and compliance reviews relating to nuclear licensing and environmental permitting.

* Ensure licensing and permitting risks are identified, assessed, communicated, and managed effectively.

* Maintain robust records and governance processes to support regulatory traceability and audit requirements.

* Contribute to training programmes on nuclear licensing and regulatory compliance.

Who we're looking for:

* Degree or equivalent qualification in a STEM discipline, or relevant experience of working within a highly regulated organisation.

* Proven experience in nuclear licensing processes and regulatory submissions (pre-licensing / licensing activities).

* Experience with stakeholder management of regulatory bodies.

* Demonstrable experience preparing high‑quality technical or regulatory documentation.

* Confident decision‑maker, able to balance regulatory demands with business needs.

* Excellent communication skills with the ability to present complex regulatory concepts clearly.

* Ability to work collaboratively with multi-disciplinary teams and to influence decision making at all levels.

* Strong analytical and problem‑solving skills.

* Knowledge of environmental permitting, radioactive waste management, or nuclear security regulations (desirable).

To work for the Rolls-Royce Submarines Business an individual has to hold a Security Check (SC) clearance without any caveats to that clearance. Rolls-Royce will support the application for Security Clearance if the individual does not currently already have this in place.
