Senior Policy Officer, Cultural Infrastructure & Creative Enterprise Zones (2 positions)
Good Growth is responsible for delivering and implementing the Mayor’s environment, transport and economic strategies and for the effective implementation of the London Plan. The Directorate is also responsible for regeneration (where the programme is not housing led), enterprise, growth, capital projects and design work.
About the Team
The roles are based within the Culture, Creative Industries and 24‑Hour London Unit at the Greater London Authority. The Unit delivers the Mayor’s Culture Strategy for London, supporting a world‑leading city of inspiration and opportunities for everyone. The Space for Culture team is part of this unit and works on cultural infrastructure and public realm initiatives including the Fourth Plinth, East Bank, Creative Enterprise Zones, Culture and Community Spaces at Risk, Making Space for Culture, the Thames Estuary Production Corridor, Diversity in the Public Realm, the Creative Land Trust, ReStage, and an International Centre for Creative Industries.

About the Role
Two full‑time Grade 9 positions are available: Senior Policy Officer – Cultural Infrastructure and Senior Policy Officer – Creative Enterprise Zones. The Cultural Infrastructure role supports the creation of fit‑for‑purpose cultural space through research, policy, and project delivery, while the Creative Enterprise Zones role develops and implements the Mayor’s CEZ policies and plans across London.
Responsibilities
* Enable new cultural space development by supporting strategic cultural spaces identified through manifesto commitments, mandates and the Space Register.
* Ensure delivery of programmes and tools that support the Cultural Infrastructure Plan objectives, including developing new tools, research and resources.
* Engage with stakeholders to support the integration of cultural space within new development identified in masterplans, Opportunity Areas and GLA Housing and Land projects.
* Support planning policy and development management functions, providing advice, contributing to planning applications and policies.
* Establish, develop and maintain effective networks and relationships with external bodies to achieve CEZ objectives and statutory cultural strategy, including boroughs, CEZ consortia, creative SME representatives and artist stakeholders.
* Develop and manage regular Knowledge Exchange Forums or other information exchange platforms to keep partners involved in the programme.
* Maintain awareness of new developments, relevant legislative and national policy changes that could impact CEZ development.
* Liaise with Making Space for Culture and Culture and Community Spaces at Risk teams to ensure development and protection of cultural spaces.
Shared Accountabilities for Both Roles
* Manage allocated staff, resources, external partnerships and contracts in line with the Authority’s policies and Code of Ethics.
* Provide written and oral briefings and specialist reports related to key cultural policies for the Mayor, GLA staff and national organisations.
* Represent the GLA at external events and meetings, and support the London Assembly’s scrutiny function.
* Work across the Good Growth directorate to share knowledge and support crossover areas such as creative workspace, planning policy and economic development.
* Promote equality of opportunity and diversity within London’s cultural communities.
Skills, Knowledge and Experience
* Experience working on regeneration, planning or development schemes.
* Demonstrable knowledge of London’s culture and creative industries sectors, including development pressures and business models.
* Experience commissioning and carrying out research, including use of data to produce reports, toolkits and recommendations.
* Extensive experience of project management – delivering projects on time and budget.
* Experience chairing and managing stakeholder groups.
* Strong negotiating, influencing, and communication skills, including writing reports, letters and briefings.
