Lead Commercial Assurance on one of the UK’s most significant infrastructure programmes.
At Anglian Water, we’re delivering one of the most ambitious infrastructure programmes in the UK, our Reservoirs Programme. This is more than building assets; it’s about securing future water supply, protecting the environment, and supporting communities and economic growth for generations to come. We’re now looking for a Commercial Lead – Assurance (Reservoirs) to play a pivotal role in ensuring the programme delivers value, integrity and excellence at every stage.

This is a rare opportunity to take strategic ownership of commercial assurance across two nationally significant infrastructure projects. You’ll lead how we define, measure, and challenge commercial performance, ensuring we deliver:

What you’ll be doing
Set the assurance strategy
4. Lead the development of a programme-wide commercial assurance framework aligned to delivery, risk and regulatory milestones
5. Embed consistent, scalable assurance practices across the programme
6. Ensure assurance supports cost predictability, value and contract compliance
Drive governance and insight
7. Represent commercial assurance at programme boards and senior governance forums
8. Provide forward-looking insight on risks, trends and performance
9. Shape reporting that enables confident, data-driven decisions at senior level
Lead assurance interventions
10. Oversee independent reviews, audits and deep dives at critical delivery stages and milestones
11. Ensure findings translate into clear, actionable improvements
12. Maintain oversight of third-party assurance and regulatory engagement
Build capability and culture
13. Create a high-performing, inclusive assurance culture across the programme
14. Coach and develop teams, strengthening commercial capability
15. Embed continuous improvement and learning across delivery
What we’re looking for
We’re looking for a strategic leader who can operate with influence and credibility at the highest levels. You’ll bring:
16. Extensive experience in commercial assurance, audit or governance within major infrastructure programmes
17. Experience with estimates, target cost setting and should cost modelling
18. Proven ability to lead assurance functions and frameworks at scale
19. Strong stakeholder management, including engagement with senior leadership, auditors and regulators
20. Experience working with third-party auditors and regulatory stakeholders
21. Strong understanding of programme delivery, project lifecycles and risk-based assurance
22. The ability to translate complex commercial data into clear insight and action
23. Relevant professional qualification (e.g. MRICS, or equivalent)
24. Educated to degree level or equivalent in a relevant discipline (e.g. commercial, finance, law, engineering)
