The Senior Commissioning Development Officer plays a key role in implementing Councils commissioning approach across Adults’ and/or Children’s services. The post-holder will lead on the development and delivery of commissioning strategies and action plans, contract manage a defined portfolio of services, and support the delivery of statutory duties and improved outcomes for residents.
The role involves working collaboratively with partners across the Council, NHS, voluntary and community sector, and with service users, to deliver high-quality, safe, integrated, and outcomes‑focused services. The post-holder will provide senior-level support to Strategic Commissioning and System Development Leads in delivering Council commissioning vision and ambitions.

Key Accountabilities
Strategic Commissioning and Service Development
1. Lead the development, delivery, and review of commissioning strategies and action plans for a defined portfolio of services, ensuring alignment with borough priorities, statutory duties, and the Greenwich commissioning approach.
2. Support the implementation of integrated commissioning across the Council and NHS, contributing to system-wide transformation and improved outcomes for adults, children, and families.
3. Provide senior-level professional advice and support to Strategic Commissioning and System Development Leads in the delivery of commissioning ambitions and service reform.
Contract and Performance Management
1. Contract manage and monitor the performance of a specific range of business and operational services, ensuring value for money, continuous improvement, and positive outcomes for service users.
2. Hold providers to account through effective performance management arrangements, ensuring services are safe, of good quality, and compliant with contractual and regulatory requirements.
3. Identify risks, underperformance, and opportunities for improvement, and take appropriate action in collaboration with partners and senior leaders.
Co-production and Partnership Working
1. Lead and promote co-production with service users, carers, communities, and internal teams in the design, delivery, and evaluation of services.
2. Work collaboratively with stakeholders across the Council, NHS, voluntary and community sector, and other partners to promote innovation, integration, and continuous improvement.
3. Represent the Council at multi‑agency meetings, partnership boards, and forums as required.
Monitoring, Outcomes, and Improvement
1. Lead the development of a monitoring and outcomes framework with partner involvement, capturing outcomes at individual, service, and population levels.
2. Use data, intelligence, and feedback to evaluate service effectiveness, inform commissioning decisions, and drive service improvement.
3. Contribute to the preparation of reports, briefings, and presentations for senior leaders, members, and partnership boards.
Leadership and People Management
1. Line manage up to 1–2 staff, providing clear direction, support, supervision, and performance management.
2. Support staff development and contribute to a positive, inclusive, and high‑performing commissioning culture.
Governance and Professional Standards
1. Ensure all commissioning activity is undertaken in line with relevant legislation, statutory guidance, Council policies, and best practice.
2. Promote equality, diversity, safeguarding, and accountability in all aspects of commissioning and service delivery.
