Facilities Manager (Soft Services) Contract: Government Location: Loughton, IG10 3TN Hours of work: 45 Contract Type: Permanent We are seeking a proactive and experienced Soft Services Facilities Manager to lead the day-to-day operations of the Bank of England’s historic Debden printing works. Job Description This is a highly visible role, responsible for ensuring high-quality service delivery across a range of soft services, including cleaning, front-of-house, workplace management, space planning, security, AV and events, and contractor management. ​The role provides the opportunity for career progression to Account Manager, enabling you to shape operational strategy across the Bank’s sites. You will be managing a large, partially unused historical site, bringing unique operational and health & safety challenges. Key Responsibilities Lead and manage day-to-day operations across all soft services at Debden, ensuring KPIs and service standards are consistently met. Maintain a strong onsite leadership presence, driving team performance, engagement, and development. Oversee health & safety governance, ensuring statutory compliance and risk management across a complex site. Lead soft service projects, including cleaning, workplace management, space planning, AV and events coordination, and contractor oversight. Deliver continuous improvement initiatives and embed best practices across the site. Support reporting, project management, and governance activities to maintain operational excellence. Build and maintain strong relationships with internal teams, stakeholders, and visiting auditors. Professional and Personal Competencies/Qualifications Proven leadership experience in soft services facilities management Strong project management skills and ability to drive process improvements. Understanding of health & safety, including IOSH certification as a minimum, with practical risk management experience. Experience managing diverse teams and contractors, including mentoring, coaching, and workforce development. Familiarity with KPIs, SLAs, performance reporting, and operational governance.
