Emergency Preparedness, Resilience and Response (EPRR) Officer

The EPRR Officer provides business and operational support to the EPRR function so that DBTH meets its duties as a Category 1 responder under the Civil Contingencies Act 2004, and complies with the NHS England EPRR Framework and NHS Core Standards for EPRR. Working across clinical and corporate services, the postholder manages EPRR information and evidence, coordinates plans, training and exercising, and supports incident readiness, response and recovery.
A core element of the role is the operational leadership of the Trust's FFP3 Fit Testing programme. The postholder provides day‑to‑day supervision of a team of Fit Testing Officers, plans multi‑site delivery, and assures compliance with HSE INDG479/HSG53, COSHH and Fit2Fit good practice. The role requires strong organisation, clear communication, confident stakeholder engagement, and the ability to work autonomously within defined policies while coordinating actions to closure and maintaining a complete, auditable evidence base.
This vacancy will be across all Trust sites, however will primarily be based at Doncaster Royal Infirmary; travel to Bassetlaw Hospital and Montagu Hospital as required.

Main duties of the job
* Coordinate delivery of NHS EPRR Core Standards and maintain assurance evidence/returns.
* Run EPRR governance schedule and action tracking, escalating risks/issues.
* Maintain incident response documentation; support SITREPs, logs and briefings during incidents.
* Coordinate debriefs and lessons/actions to closure, embedding learning into plans/training/BC.
* Support delivery of annual EPRR training and exercise programme; produce exercise packs and reports.
* Monitor ESR compliance/competency records and report variances.
* Operationally lead Trust-wide FFP3 Fit Testing: supervise delivery, line‑manage Fit Testing staff, assure standards, manage logistics, and report KPIs/coverage.

Person Specification
Qualifications & Training
* Degree or equivalent experience relevant to EPRR/BCM/health services.
* Continuing professional development in EPRR/BCM/incident management (e.g., NHSE EPRR modules, loggist/incident documentation awareness, business continuity awareness).
* Fit-testing capability: Willing to undertake Fit2Fit‑aligned training and Trust‑mandated courses; understanding of HSE INDG479/HSG53 and COSHH requirements relevant to RPE/fit testing.
* Digital skills: Proficient in Microsoft 365 (Word, Excel, PowerPoint, Outlook, Teams, SharePoint); able to manage controlled documents, trackers and basic data analysis/visuals for reports.
* Information governance & data protection training appropriate to role; Safeguarding (as per Trust requirements); Infection prevention and control compliance.
* Health & Safety awareness, including RPE basics and local procedures; willingness to complete required Trust H&S modules.
* Ability to complete an Enhanced DBS check prior to appointment.
* Emergency Planning College (EPC) short courses or BCI/ISO22301 awareness (foundation‑level).
* PRINCE2 Foundation or Agile Foundation (project/programme basics for planning and tracking).
* Train‑the‑Trainer or facilitation skills (exercise delivery, briefing sessions).
* SharePoint/M365 power‑user training (document control and dashboards).
* Fit2Fit accreditation (qualitative/quantitative) or Portacount user training (desirable, not essential).
* Risk management awareness training (risk registers, mitigations, action tracking).
Knowledge & Experience
* EPRR/Business Continuity Management support in NHS/public sector: Experience contributing to emergency planning and/or business continuity delivery, with practical familiarity with Civil Contingencies Act 2004 Category 1 duties, NHSE EPRR Framework and Core Standards assurance requirements.
* Operational programme supervision: Day‑to‑day oversight of a service programme (e.g., schedules, rotas, throughput, daily problem‑solving), including basic line‑management tasks for support staff.
* Experience in HAZMAT/CBRN preparedness (training needs analysis, exercising, evidence collation).
* Involvement in FFP3 fit testing (qualitative/quantitative) or overseeing delivery and compliance.
