The Role:
The post holder will be responsible to the Procurement Manager for the provision of advice and guidance to Council and its officers on all areas of procurement, to help maximise value for money in major purchasing matters and operational management of coordinated contracts.
Hours of work: Full time post 37hrs per week, Monday to Friday (0900-1700)
Essential Criteria -
Qualifications & Experience:
1. A relevant 3rd level qualification eg Business Studies, NVQ Level 3 in Supply Chain Management, Diploma in Procurement and Supply
AND
2. At least 2 years previous procurement experience to include managing tendering procedures and procuring a diverse range of supplies, services and works
OR
3. At least 5 years previous procurement experience to include managing tendering procedures and procuring a diverse range of supplies, services and works
Key Skills, knowledge and attributes:
4. Knowledge and understanding of European legislation and UK procurement regulations
5. High level of communication skills, both written and verbal
6. Ability to work under pressure
7. Ability to act on personal initiative and take decisions within agreed guidelines
8. Ability to exercise tact and discretion in relation to highly confidential and sensitive matters
9. Interpersonal/influencing skills
10. Team working skills
Special Circumstances:
11. Hold a full current driving licence (valid in the UK) and have access to a car at the closing date or have **access to a form of transport which will permit the applicant to carry out the duties of the post in full

Rate of Pay:
12. £ per hour
