Summary:
The Compliance Programme Manager is accountable for the end-to-end delivery, governance, and recovery of Swindon Borough Councils Electrical Installation Condition Report (EICR) testing programme and associated remedial works across the housing portfolio. This role provides professional assurance to senior leaders and embeds a safety-first culture, risk-based scheduling, and evidence-based decision-making under proactive consumer regulation. The post-holder leads full programme and project planning, contractor performance management, and stakeholder engagement to ensure timely five-year inspections and robust compliance evidence.
Responsibilities:
* Owning the programme plan, milestones, and delivery schedule for testing, remedials, and data reporting.
* Managing multiple term contractors through KPIs, SLAs, performance reviews, and improvement plans to ensure they deliver on time and to specification.
* Overseeing procurement planning, forecasting and tracking spend, managing variations, and controlling commitments against the budget
* Leading communications with Members, senior leaders, and tenants to ensure clarity, respect, and inclusion in all messaging.
* Maintaining the programme risk register and escalating critical risks promptly with recommended actions.
Qualification:
* An Electrical Qualification is considered advantageous for this role.
* A recognised project or programme management qualification, such as PRINCE2 Practitioner or APM PMQ (Project Management Qualification) is desirable.
Essentials:
* Proven experience in programme management specifically within housing, compliance, or asset-related sectors.
* Training or experience in public sector procurement processes and NEC/JCT contract management
* Policy-level understanding of EICR five-year cycles, landlord duties, and compliance evidence expectations in social housing.
* Ability to interpret dashboards, maintain precise records, and drive decisions based on evidence and trend analysis.
