Digital Portfolio Discovery Manager - Belfast

About the Role:
The Digital Portfolio Discovery Manager will play a key role within the DHCNI Enterprise Portfolio Management Office, supporting the planning, commissioning and development of the regional digital portfolio. The Digital Portfolio Discovery Manager will lead the early definition of strategic digital projects, including Discovery Reports, mandates and Strategic Outline Cases, working closely with stakeholders across Health and Social Care to ensure digital priorities align with available funding and strategic objectives.
Key Responsibilities:
* Contribute to strategic planning for digital and ICT-enabled services.
* Support development of the HSC Digital Strategy and regional Digital Portfolio.
* Lead the definition and development of projects to start-up, including Discovery Reports and business cases.
* Provide expert advice on digital technologies and system solutions.
* Lead business analysis to define stakeholder digital requirements and expected benefits.
* Engage stakeholders and third parties to confirm scope, costs, risks, resources and timescales.
* Ensure appropriate documentation and standards support project commissioning.
* Manage inter-project dependencies and adjust plans to optimise benefits.
* Manage communications with stakeholders on project progress and risks.
* Liaise with finance leads on financial control of programmes and projects.
* Ensure projects are reviewed, lessons learned captured and improvements implemented.
* Lead development and oversight of a portfolio of digital projects supporting HSC services.
* Work collaboratively with Trusts, BSO, DoH and external organisations on digital initiatives and business cases.
* Participate in project boards and undertake SRO or Senior Supplier roles when required.
* Manage staff performance, development, appraisals and wellbeing within the team.
* Ensure compliance with legislation, standards, governance, quality and risk management processes.
* Manage and monitor project budgets and support efficient resource allocation.
Desirable Criteria:
* PRINCE2 Practitioner, MSP Practitioner or MoP Practitioner qualification.
