Overview

We're looking for an enthusiastic and proactive Training & Development Officer to support the delivery of high-quality training across Passenger Transport. Working closely with the Senior Service Manager, you'll play a key role in shaping a skilled, safe, and high-performing workforce across catering, fleet, and transport services. You will join a busy operational team who provide daily passenger transport of SEN and ASC provision across the Leeds authority to approximately 4700 customers. You must possess excellent communication skills both verbal and written, be professional, confident and skilled in developing positive relationships within Passenger Transport and external training providers. You will understand and have knowledge and experience of delivering a range of training to a large organisation with a varied workforce and needs. You will assist managers to ensure that they provide group and individual training and development which enables them to enhance employee performance. You will have the ability to plan, manage and report on the training budget throughout the financial year, delivering service needs at best value against the skills matrix.


Responsibilities

* Develop and manage a skills matrix for Passenger Transport and LCC drivers
* Design, deliver and evaluate a wide range of training programmes
* Manage training systems, reduce paper-based processes, and support electronic record keeping
* Work with training providers to ensure high-quality, best-value delivery
* Use data to produce reports for senior management
* Support managers with coaching, mentoring and performance development
* Manage the annual training budget
* Carry out Quality, Environmental and Health & Safety audits
* Assist in the delivery of an effective and efficient range of training and development support to the operational and business development areas of Passenger Transport for Adult and SEND provisions in conjunction with the Senior Service Manager
* Coordinate training provisions for all staff in the service whilst supporting the service's day-to-day delivery and work with internal and external training providers


Further Responsibilities

* Control, maintain a skills and training matrix for all Passenger Transport staff identifying requirements for individuals/service areas, tracking progress and reporting using KPI's
* Develop and deliver training programmes for operational and office-based staff aligned to the skills matrix and staff roles; develop presentations with supporting documentation (overview, lesson plans, training guides and delivery method)
* Support the Council's digital transformation programme to train staff on mobile devices and applications; maximise the use of LCC training systems (BUBO) to meet service needs
* Ensure all new staff complete a full induction training programme including shadowing; monitor induction content with H&S, Fleet and other service areas; record completion to a compliant standard
* Deliver service-specific training courses and undertake train-the-trainer accreditations to support this
* Support managers to identify training opportunities for career development, to address H&S concerns, following appraisals and to support performance improvement
* Identify gaps in staff knowledge with managers and align to courses
* Evaluate training providers, ensuring high standards and best value; manage relationships with external providers
* Innovate training methods and adapt for personal adjustments; develop digital provision to maximise device use
* Review Toolbox Talks content with H&S; support rollout and manage records of delivery
* Assist in managing, developing and using training systems and procedures to reduce paper usage and keep electronic staff training records up to date
* Use data systems to support preparation of reports for senior management
* Plan, manage and maintain training environments/classrooms and facilities
* Understand and have knowledge and experience of delivering a range of training to a large organisation with varied workforce using diverse learning styles
* Review training methods and plan improved delivery of training
* Plan, develop and deliver training programmes compliant with legal requirements, industry standards and Leeds City Council corporate requirements
* Promote training programs within commercial strategies to external partners as part of income generation plans
* Collaborate with Senior Service Manager to develop training to meet service needs, including coaching, mentoring and development to enhance employee performance
* Work with local colleges/training providers to develop managers and staff; identify and source relevant courses and professional development; monitor apprenticeship levy usage
* Coordinate service measures regarding apprentices, trainees, and work experience placements
* Develop and manage the performance appraisal process to ensure timely completion for all staff
* Ensure all legislation and council policies and procedures linked to training and compliance are implemented and achieved in line with business requirements
* Share best practice, work as part of a team and uphold Council values
* Act as a Quality, Environmental and Health & Safety auditor and undertake audits as scheduled
* Participate in appraisal, training and development activities to ensure up-to-date knowledge and skills
* Improve own practice through observation, evaluation, discussion with colleagues and CPD
* Collaborate with colleagues and seek help when needed
* Attend relevant meetings and training days/events to support the service ethos, aims and values
* Be aware of and comply with Leeds City Council policies and procedures (e.g. child protection, health, safety, confidentiality and data protection)
* Promote equality and diversity and challenge racism, bullying, harassment and any form of discrimination
* The duties are not exhaustive and may include other duties in the spirit of the post

Qualifications & Requirements

* Strong communication and organisational skills
* Experience delivering and evaluating training in a large or varied workforce
* Ability to analyse data, produce reports, and manage training projects
* Experience improving staff performance through training and development
* Competence in IT and digital systems
* Ability to work under pressure, meet deadlines, and manage budgets
* A proactive, flexible, and confidential approach to work


Essential Requirements

* Full UK Driving Licence with D1
* Evidence right to work in the UK prior to commencing employment
* IT competency specifically in Microsoft 365
* Excellent communication and presentation skills
* Experience of delivering training
* Ability to provide practical training service
