Quantity Surveyors & Cost Manager
* Location: Corporate Resources Department
* Job Type: Full-time
* Salary: £48,710
* Primary Purpose of Job: Manage major capital projects worth over £50m, including new builds, alterations, and refurbishments on the Council’s estate. Oversee teams of consultants and contractors, taking overall responsibility for construction/project delivery and cost management.
Day-to-Day Responsibilities:
* Project Management: Manage and oversee all aspects of project planning, development, and implementation. This includes developing project plans, coordinating resources, managing budgets, and ensuring projects are delivered on time, within budget, and to quality standards.
* Performance Monitoring: Develop and implement strategies and tools for continuous monitoring and evaluation of project performance. Manage risk and contingency planning, benefits realisation, and project impact and quality measures.
* Stakeholder Engagement: Manage stakeholder relationships through effective communication, negotiation, and issues management. Ensure stakeholders are engaged throughout the project lifecycle and deliverables are met.
* Research and Planning: Oversee research and formulate recommendations to support evidence-based project planning and decision-making.
* Documentation and Compliance: Be accountable for the management of all project documentation consistent with corporate project methodology. This includes effective record keeping and version control.
* Site Evaluation: Evaluate potential sites or conditions of existing locations to determine construction/renovation requirements, ensuring they meet all project needs and specifications.
* Procurement and Contract Management: Lead on the procurement and management of relevant consultants and contractors. Challenge, manage, and benchmark costs and ensure project compliance with legislation and external authorities.
* Team Leadership: Line manage and provide leadership to the team of Quantity Surveyors and Admin/Project Support, ensuring effective workload allocation, professional development, and performance management.
Required Skills & Qualifications:
* Education: Level 6 qualification (e.g., Bachelor’s degree) in Quantity Surveying, Construction Management, Project Management, Civil Engineering, or a related discipline. Higher qualifications or 10 years of relevant experience for Chartership are also acceptable.
* Experience: Proven experience in project management within a similar role and environment. Experience with budgetary responsibility and strategic cost management.
* Skills: Comprehensive knowledge of development and construction plans, procurement, and commissioning. Strong influencing, negotiation, and project management skills. Proficient in using project management software and tools.
* Certifications: Professional membership with a relevant chartered body (e.g., RICS) is preferred. Knowledge of JCT and NEC3/4 contracts is essential.
