Community Services Officer Ending Violence Against Women and Girls (EVAWG) (Temporary for up to 2 years, may be extended subject to funding) Directorate: Active and Healthy Communities Service: Community Services Service Unit: Community Development Location: Initially based at Signal Centre, Bangor; however, may be required to travel to any location throughout the Borough Reports to: Policing and Community Safety Officer (PCSP) Salary Scale: SO1 SCP 2426 Car user status: Casual PURPOSE AND FUNCTION OF THE POST To assist the Policing and Community Safety Officer to fully and effectively deliver the EVAWG Action Plan 20262028, including the implementation of specific projects or programmes as required. To increase the awareness of EVAWG across the Ards and North Down area. PRINCIPAL DUTIES AND RESPONSIBILITIES To assist with the development of robust plans that could be taken forward as applications for submission to the relevant funding body. To proactively engage with communities to identify potential gaps in the provision of EVAWG awareness campaigns and address these through the programmes. Responsible for EVAWG grants, applications, scoring, delivery and monitoring of the programmes. Responsible for coordinating internal and external audits in line with Council policies, procedures and regulatory requirements. To support the successful grant applicants to deliver, monitor and evaluate their programmes against the set criteria. To assist in the preparation and monitoring of the EVAWG budget and KPIs to deliver on the current and any future action plans. In collaboration with the Council's communications team, plan, implement and monitor EVAWG marketing campaigns aimed at promoting awareness throughout the Borough, in compliance with relevant communications policies and procedures. To plan and deliver public and stakeholder consultation and engagement activities, managing governance, risk management, performance and budgeting. To represent the Council at stakeholder groups and prepare reports from various meetings. To collate, maintain and report up-to-date data on the success of the EVAWG programmes within the Borough to funders and Council. To provide a high level of internal and external customer service, in line with the Council's policy and procedures. Any other additional duties as directed consistent with the nature and level of the post. To comply with and promote equality, health and safety in accordance with Council policies and legal requirements. Please note: The post holder must be available to work some evenings, public holidays and weekends as required to meet relevant groups and fulfil the duties of the post. PERSON SPECIFICATION The person specification provides information on the qualifications, experience, knowledge and skills required to carry out the duties of the post. The essential criteria will be used for shortlisting and as part of the selection process. CATEGORY: QUALIFICATIONS Essential: 2 A Levels OR An equivalent Level 3 qualification in a relevant subject, e.g. Business, Project Management or Community Development. The applicant must demonstrate the relevance of the qualification they wish to be considered. Desirable: HND / Foundation Degree or equivalent Level 5 qualification in a relevant subject, e.g. Business, Project Management or Community Development. CATEGORY: EXPERIENCE Essential: A minimum of two years relevant experience in: Project/event management and/or a project/event support role, to include experience in governance, risk management, performance and budgeting. Administering the grant application process, including criteria, awarding and monitoring of grants. Promoting projects/events through marketing and communication. Applying for and securing funding to deliver projects within a community-related area. Using Microsoft Office (Word, Excel and PowerPoint), SharePoint and databases. Desirable: Experience of reporting and auditing functions. Experience of utilising public funding. Experience of undertaking post project evaluations. Delivery or assisting the delivery of funded programmes. PERSON SPECIFICATION (continued) CATEGORY: KNOWLEDGE, SKILLS AND ABILITY Essential: Excellent communication skills. Excellent interpersonal skills with the ability to engage and work with a wide range of stakeholders, e.g. community groups, clubs, voluntary organisations, etc. Ability to deliver against tight timelines with minimal supervision. Ability to prioritise a range of activities and tasks. Ability to work effectively on your own and as a member of a team, sharing learning and ideas. (No specific desirable criteria listed.) CATEGORY: OTHER REQUIREMENTS Essential: Full current driving licence and use of a car, or access to a form of transport that allows you to meet the requirements of the role. Be prepared to work outside of normal working hours at weekends, evenings and public holidays as dictated by the needs of the service. Access to a good internet and Wi-Fi service if working from home or on a hybrid basis. (No specific desirable criteria listed.)
