Senior Buyer – Procurement & Contract Management

Contract: Initially 6 months, with possibility for extension
Position: Full‑time, 40 hours per week
About the Opportunity
We are recruiting on behalf of our client for a Senior Buyer – Procurement & Contract Management to support the delivery of a major construction project in Liverpool. Reporting to the Project Contract & Procurement Manager, this senior role will play a critical part in delivering the end‑to‑end procurement lifecycle in line with the Project Contract & Procurement Strategy. The role involves sourcing and purchasing materials, equipment, and services essential to the successful delivery of EPCM services.
Key Responsibilities
* Deliver value for money, performance, and alignment with project objectives throughout the project lifecycle.
* Source and procure construction materials, plant, and subcontracted services in line with project specifications.
* Prepare and manage tender processes (RFQ/ITT), including evaluation, negotiation, and contract award.
* Negotiate commercial terms and administer contract agreements within delegated authority levels.
* Build and maintain strong relationships with suppliers and subcontractors.
* Monitor supplier performance to ensure delivery, quality, compliance, and programme milestones are met.
* Coordinate with project managers, engineering leads, cost engineers, and procurement colleagues to forecast material requirements and support project schedules.
* Support budget preparation by providing accurate cost and pricing data.
* Manage contract variations, modifications, and revised commercial arrangements.
* Ensure all contracts meet technical, regulatory, and financial requirements.
* Maintain contract documentation, approvals, change logs, and certifications (insurance, bonds, warranties, etc.).
* Track contract performance, milestones, invoices, compliance, and reporting obligations in collaboration with the Cost Engineer.
* Ensure adherence to governance, risk allocation, cost tracking, and change control procedures.
* Manage supply chain risks and opportunities.
* Support contract close‑out, ensuring all deliverables are completed and contractual obligations satisfied prior to final payment.
Essential Requirements
* Degree‑level education or working towards a recognised professional qualification (CIPS, ACE, or CICES).
* CIPS Level 4 minimum, Level 5 preferred.
* Experience working in design, engineering, and construction environments during FEED and PMC / EPC(M) phases.
* Strong technical knowledge of construction products, plant, and systems.
* Experience working within multi‑disciplinary project teams.
* Excellent written and verbal communication skills.
* Strong negotiation and influencing skills at senior stakeholder level.
* High attention to detail and accuracy.
* Proficient in Microsoft Office 365, including Word, Excel, OneDrive, and SharePoint.
* Eligible to live and work in the UK.
Desirable Experience
* Knowledge of the food industry.
* Experience with NEC3/NEC4, IChemE, and/or FIDIC contracts.
* Contract management experience during the construction phase of projects.
