Overview
The Environment Agency is committed to an inclusive workforce that reflects the communities we serve. England is reforming agricultural policy to Environmental Land Management (ELM) schemes, incentivising farmers and land managers to deliver water, soil and biodiversity outcomes alongside food production. This role supports the design and delivery of ELM incentives within the wider context of our organisational response to government reviews, and contributes to our EA2030 strategy and targets for water, environment and climate. The Environment Agency ELM team seeks dynamic, strategic thinkers to inform and shape the future of ELM, particularly the delivery of Countryside Stewardship Higher Tier (CSHT). The team sits within the Nature & Place Directorate, part of the National Agriculture and Land Team, and works with government, statutory bodies and industry in an agile, fast-paced environment.

Responsibilities
* Provide advice in meetings, manage commissions, and oversee programme milestones.
* Identify future risks and resource requirements; work across teams and organisations with senior leaders to articulate a scheme that supports and delivers outcomes.
* Influence the design and delivery of incentives within the wider context of responses to government reviews.
* Contribute to continuous improvement of CSHT products for the Farming and Countryside Programme through scheme design and delivery.
Experience and Skills Required
* Experience representing EA expertise to Defra, delivery bodies and the agriculture sector to achieve consistency and improve collaboration.
* Experience of Agriculture and working with Defra and other statutory bodies is essential.
* Political awareness with excellent communication and networking skills.
* Understanding of environmental sensitivities related to significant agriculture sector reform.
* Experience interpreting/evaluating evidence to propose risk-based solutions for challenging problems.
* Ability to prioritise and deliver complex work; self-starter who actively develops ideas.

Additional Information
* Offered as a national role with flexible/hybrid working in England; some travel/overnights required.
* You’ll have an EA Office base location; travel allowances apply as needed.
* Incidence management objective in development plan; appropriate training provided.
