Head of Service Charges, Rent and Income
Location: Long Stratton, Norfolk
Type: Permanent Vacancy
Salary: £65,000 per annum
Hours: 37 Hours per week
We are delighted to be supporting our client in the recruitment of a 'Head of Service Charges, Rent and Income', on a permanent, full-time basis!
Purpose of the role:
The post holder will be leading the delivery of service charges and rent across 7,000+ homes, ensuring compliance, strong customer focus, and income maximisation. The role drives policy, process, and system improvements, keeping services aligned with legal and sector changes. Responsibilities including setting, billing, and collecting all charges and overseeing rent setting, issuing, and collection.
Main duties and responsibilities:
* Lead and manage service charge, rent setting, billing, and income collection processes.
* Develop and deliver strategies to maximise income, reduce arrears, and support financial inclusion.
* Own and improve key policies, systems, and processes, ensuring legal and regulatory compliance.
* Set and monitor KPIs, budgets, and financial performance, identifying risks and opportunities.
* Provide strong leadership, coaching teams, and promoting a culture of accountability and innovation.
* Champion resident engagement, using feedback to improve services and satisfaction.
* Build effective partnerships internally and externally, representing the organisation at sector forums.
* Drive continuous service improvement and support organisational strategy and governance.
Key person specification:
* Degree or equivalent experience, with evidence of continues professional development.
* CIH Level 3 (or working towards) and/or relevant professional membership (desirable).
* Senior experience in a social housing or local authority setting.
* Strong expertise in service charges, rent regimes, leasehold management, and income collection.
* Proven experience developing policies, strategies and service improvements.
