We're looking for a Programme Manager to join us and take the lead on delivering high-stakes, multi-disciplinary programmes that will transform how we work and support the energy needs of the nation.

You'll be part of a collaborative and supportive team culture, working alongside specialists across infrastructure and IT. Your leadership will be instrumental in aligning systems and stakeholders, streamlining delivery across multiple strands of work, and embedding long-term value and resilience. You'll also gain exposure to high-profile partnerships with central government and digital leaders, influencing how we evolve our delivery systems.

We're looking for someone with excellent project leadership experience and the ability to manage competing priorities in complex digital environments. You'll be confident working at pace, guiding teams, and driving outcomes across interconnected systems. Strong stakeholder skills are a must, as is the ability to communicate with both technical and non-technical colleagues.

Job description

Key Responsibilities

To support the team deliverables and utilise your expertise to ensure successful outcomes across team and collaborating teams:

* Provide clear and transparent work objectives, milestones and success metrics in your area of expertise to oversee and co-ordinate successful team outcomes.
* Collaborate closely with other teams to manage interdependencies, risks and resourcing to support portfolio delivery.
* Where required, be jointly responsible with the PDL on welfare and pastoral care of all colleagues.
* Demonstrate effective diversity and inclusive team management within their team and the wider organisation.

Key Outputs and Deliverables

* Use your expertise in supporting Digital Delivery across Delivery and Schemes.
* Provide expertise in Programme / Delivery Management.
* Provide clear leadership and direction to all aspects of major projects across the portfolio.
* Lead and resource manage the Programme teams.
* Define, document and embed robust and repeatable ways of working.
* Establish strong stakeholder relationships at all levels both internally and externally.
* Work with other Programme Managers and Heads of to promote effective cross-functional delivery.
* Act as an escalation point for the Programme teams, escalate project and programme risks and issues at the directorate level, and remove barriers to delivery for the programme.
* Programme / project budget reporting and control.
* Ensure appropriate programme / project governance and reporting frameworks are in place and drive improvement across the portfolio.
* Ensure programme / project delivery across the portfolio meets GDS standards.
* Developing, planning and delivering work outcomes, including clear and transparent work objectives, milestones and success metrics.
* Accountable for agreeing, managing and delivering budget and resource requirements.
* Responsible for building and supporting the teams delivering the work including effective scoping of work and setting of clear responsibilities.

Person specification

Essential Criteria

* Experience of working at a senior level as Delivery/Project Manager that can be demonstrated by proven record of high performance and substantial achievements in past positions. (Lead criteria)
* Experience in communicating technical concepts to non-technical audiences.
* Have experience in the process of developing and managing a range of solutions that align with your organisation's priorities.
* Expertise/capability in a related professional specialism, evidenced through an appropriate professional qualification - Agile Project and Delivery Management Certification (ICP-APM) Advanced Certified Scrum Master (A-CSM), or equivalent experience.
