Capital Projects and Estates Manager

The College is looking for an inspirational and visionary individual to lead and manage our Estates. The successful candidate will provide strategic and operational leadership and management of the Notre Dame estate site and team and undertake the role of the Health and Safety at Work competent person for the College.

We are looking for a candidate with substantial and proven experience of managing budgets, project management skills and the ability to create effective partnerships and develop good working relationships with all stakeholders. You should have a track record of outstanding professional success and be committed to providing the highest quality experience for all students.

The College prides itself on providing an outstanding environment internally and externally to ensure the experience of all staff, students and visitors is the best it can be. The site team work collaboratively whilst also contributing specialist skills. They are responsible for ensuring the site at all times is maintained to its highest standards whilst also ensuring value for money. They provide a friendly, professional maintenance support service and aim to develop the estate in response to sustainability.

Main duties and responsibilities:

* Lead on the day-to-day management of the Colleges estates with specific responsibility to prepare and deliver the Estates Strategic Plan.
* Be responsible for directing and advising the estates team regarding all estates and facilities issues in conjunction with College leadership and ensuring smooth day-to-day running of the site.
* To monitor the condition of premises through regular inspections and implement a rolling programme of repairs and maintenance which supports a cost-effective maintenance programme across the College.
* Ensure that all aspects of the College Estate operate efficiently including exercising a broad 'troubleshooting' responsibility for resolving routine operational issues.
* Provide logistical support for all Estate refurbishment and development, ensuring excellent communication with the Director of Finance and any external agencies.
* To support the procurement of contracts through formal competitive tendering procedures in accordance with financial regulations and compliance with procurement rules and regulations.
* To manage the delivery of works covering capital projects, compliance and cyclical maintenance ensuring that these are delivered to agreed standards, programmes and contract values.
* Liaise with the Director of Finance and Operations to ensure a full and clear oversight of the annual operating budgets is kept, seeking out efficiencies, sustainability and value-for money where appropriate.
* Provide strategic costings to the Director of Finance and Operations for the Colleges 3-year budget.
* Be the Colleges Health and Safety Adviser and maintain and develop the Colleges health and safety policy and practice (except in relation to safeguarding) to meet the Colleges legal obligations, including leading on the Colleges H&S Committee.
* To be the key contact for any external health and safety inspection or reporting, including RIDDOR
* Provide reports to SLT and to Governors as required.
* Have responsibility for all estates maintenance plans and records, statutory compliance records, inspection records and test certificates, fire strategy, utilities, security and other relevant contracts, ensuring college is compliant at all times.
* Maintain regular update of Good Estate Management for Schools (GEMS) records and Further Education Estates planning.
* Have Responsibility for Insurance premiums, renewal dates and replacement values ensuring best value for money is obtained and dealing with any insurance claims that may arise.
* Lead on operational sustainability and identifying ways to future proof the college.
* Cost, schedule and deliver on the Colleges 10 year planned preventative maintenance report, reporting progress to SLT and to Governors termly.
* Ensure the college has a data led approach to floor space planning to ensure efficiency and prioritise areas for improvement.
* To liaise with the Director of Finance & Operations to prepare business and capital development plans to maximise future opportunities for growth and income and work with College partner architects to secure capital grant funding.
* Communicate effectively in writing and verbally, presenting accurate and timely data and reports.
* Produce, maintain and update College policies and procedures linked to areas of responsibility.
* Design KPI's for effective estate management reporting and reflection.
* Lead and manage the in-house estates team and the in-house cleaning team & oversee the College lettings.
* Ensure and/or provide the estates and cleaning team receive up-to-date guidance and training where appropriate.
* To engage in all quality assurance procedures and produce an annual SAR (Self Assessment Review) and rigorously monitor in order to maintain outstanding provision.
* Undertake security duties, including site unlocking/locking, alarm setting and building inspections, and to attend in cases of emergency (e.g. flood, fire, intruders) and take such actions as necessary.
* Ensure general room furniture is maintained to the highest standard with rooms setup and set out according to need/different activities/events.
* Provide planned and reactive repairs and maintenance to buildings and facilities
* Ensure buildings and facilities are kept in a safe and working condition and arrange/undertake any planned and reactive repair and maintenance as appropriate.

* To demonstrate a commitment to promoting and safeguarding the welfare of children and young
* persons in line with College policy and ensuring all contractors follow the College's

safeguarding policy.

* To have full regard for the College's Equality and Diversity and Health and Safety requirements
* It is a condition of employment that the Estates staff are required on site for all parents' evenings, open evenings, theatre productions, lettings etc.
* This post could involve working at height
* To ensure that health and safety and risk assessments are carried out for contractors, obtaining appropriate insurances and that all contractors are compliant.
* To store records appropriately and in line with UK GDPR
* To attend meetings in accordance with the College meetings' schedule.
* To adhere to the Health and Safety policy of the College.
* Participate in training and other learning activities to ensure self and team are always up to date with all current and new developments in estates management and compliance.
* To take part in staff appraisal and development as appropriate
* Be proactive in seeking appropriate advice and guidance where required.
* To perform such other duties as assigned by the Principal which reasonably correspond to the general character of the post and are commensurate with its level of responsibility.
