About the Opportunity
An exciting opportunity has arisen to join a leading contractor at the forefront of large-scale retrofit, energy efficiency, and decarbonisation programmes across the UKs social housing and public-sector estate. Working in partnership with local authorities, housing providers, and framework partners, this organisation delivers end-to-end retrofit solutions, including External Wall Insulation, Loft and Cavity Insulation, Heating, Ventilation, and Renewable Technologies, all fully compliant with PAS 2030/2035 and TrustMark standards.
Due to continued growth and several new contract wins under SHDF, HUG, and ECO4 funding streams, they are looking to appoint an experienced PAS / Retrofit Operations Manager to play a pivotal role within their operational leadership team.
The Role
Reporting directly to the Director of Construction Operations, the PAS / Retrofit Operations Manager will lead the day-to-day operational delivery and compliance of retrofit projects across multiple workstreams. You will be responsible for ensuring all installations meet PAS 2030/2035, TrustMark, and funding body requirements, while driving programme performance, maintaining quality standards, and ensuring client satisfaction.

Key Responsibilities
Lead the operational delivery of PAS-compliant retrofit projects across multiple sites.
Manage and support Site Managers, Supervisors, and Retrofit Coordinators to ensure safe, compliant, and efficient project delivery.
Maintain full compliance with PAS 2030/2035, TrustMark, and MCS standards across all measures.
Oversee programme performance, ensuring delivery against time, cost, and quality KPIs.
Coordinate with Retrofit Professionals (Assessors, Designers, Coordinators) to maintain compliance throughout the project lifecycle.
Manage pre-start meetings, progress reviews, and final handovers with clients and residents.
Oversee site audits, quality inspections, and evidence submissions for TrustMark lodgement.
Support the Construction Director with reporting, risk management, and continuous improvement initiatives.
Develop and maintain strong relationships with clients, framework partners, and internal teams to ensure smooth and collaborative project delivery.
About You
Youll be a hands-on leader with a solid technical background and a strong eye for detail. You take pride in operational excellence, compliance, and the delivery of high-quality retrofit solutions.
Essential Experience & Skills:
Proven experience managing PAS 2030/2035 or retrofit/energy efficiency projects.
Strong operational and compliance background within social housing retrofit or decarbonisation.
Experience managing multiple sites, teams, and subcontractors.
Excellent knowledge of Health & Safety regulations (CDM 2015, Building Safety Act, ISO systems).
Strong communication and stakeholder management skills.
Confident using project management and digital evidence tools (e.g., SharePoint, Monday.com, Locarla).
Qualifications (Required):
SMSTS or IOSH Managing Safely
NVQ Level 5 (or equivalent) in Construction / Energy Efficiency
Retrofit Coordinator (Level 5) or equivalent PAS knowledge
Full UK Driving Licence
