Location and Working Arrangements
For roles based in London, your contractual place of work will be Stratford. While the Stratford site is expected to become operational from November 2025 – March 2026, you will be required to carry out your contractual duties from Vauxhall or another reasonable location on a temporary basis during the interim period. Please note that, as Stratford will be your contractual place of work, any subsequent move from a temporary location will not entitle you to payments for travel time or costs under the Relocation and Excess Travel Policy. ICI-Protect roles are responsible for ensuring that the NCA Integrated Communications Intelligence (ICI) team maintains the NCA's ‘Licence to Operate’ and enhancing the NCA's legitimacy in the highly regulated sensitive intelligence collection environment in relation to intelligence obtained under the Investigatory Powers Act 2016 (IPA 2016) including the lawful interception of communications and communications data. As an ICI Protect Senior Officer you will be integral in the delivery of core responsibilities across Assurance, Criminal Justice Liaison Team (CJLT), Public Inquiries, Inquests and Errors (PIIE) and Policy. Please Note: Due to the nature of our work and the systems we access, our roles are office based and hybrid working is not available.
Key Responsibilities
* Line Management – Manage, develop and support officers. Manage issues in relation to the performance and conduct of Officers in line with agency values and policy.
* Build and Maintain Relationships – Establish and maintain positive working relationships with both internal and external stakeholders.
* Respond to Queries – Monitor email/telephone queries received and respond appropriately, providing advice and escalating if required.
* Records Management – Maintain accurate and up‑to‑date records, utilising IT systems to carry out effective management of ICI‑Protect information and ensure compliance with department policy.
* Quality Assurance – Carry out effective quality assurance of the compliant handling of NCA intercept material.
* Data Analysis – Search, collate and analyse data from multiple sources/data systems.
* Administration – Arrange meetings, diary management, minute‑taking, booking accommodation and travel/car reservations, and organise events in support of departmental activity.
* Act as a Single Point of Contact (SPoC) – Act as departmental single point of contact in support of team projects.
Assurance Function
As an Assurance Senior Officer you will: advise NCA and policing partner leaders in the management and development of NCA intercept material; lead assurance visits; identify and report risks associated with non‑compliance and advise on mitigations and actions required to address; compile and quality‑assure reports of compliance and non‑compliance and advise on the issuance of authorities to receive and manage NCA intercept material to ICI customers; report to the ICI‑Assurance Manager and report identified and assessed risks to the NCA's ‘Licence to Operate’ as an Intercept Authority.
The Assurance Senior Officer role is regionally‑based and involves regular travel throughout the United Kingdom to meet stakeholder needs. There may be a requirement for overnight stays and travel early or late in the day to meet customer requirements.
Criminal Justice Liaison Team (CJLT) Function
As a CJLT Senior Officer you will: assess NCA intercept material for relevancy in criminal prosecutions; deliver ‘fairness of trial briefings’ (also known as Preston Briefings) to senior CPS prosecutors and appointed prosecution counsel ensuring that the NCA's obligations are met; advise prosecutors on the compliant handling of NCA intercept material and the restrictions on its use in legal proceedings; assist in developing strategies to manage intercept material during prosecutions; advise internal and external senior investigating officers, disclosure officers and investigators on the management of NCA intercept material; make disclosures to the judiciary.

Public Inquiries, Inquests and Errors (PIIE) Function
As a PIIE Senior Officer you will be responsible for the identification, reporting and mitigation of errors in the handling of NCA intercept material; work closely with Inspectors from the Investigatory Powers Commissioner’s Office (IPCO) and with the Home Office Investigatory Powers Unit (IPU) to determine the impact of errors and to implement corrective action.
This will involve engaging with internal and external stakeholders to enhance understanding through the provision of upskilling to practitioners. There may be a requirement for overnight travel to meet stakeholder requirements. You will also be required to work closely with the NCA Security Incident Team (SIT), and Operational Standards, Capability and Assessment Unit (OSCAU) to develop processes to reduce the occurrence and impact of errors. The PIIE role involves regular travel throughout the United Kingdom to meet stakeholder needs. There may be a requirement for overnight stays and travel early or late in the day to meet customer requirements.
Policy Function
As an ICI‑Policy Senior Officer you will: be responsible for working as part of a team of ICI‑Policy Officers to develop and maintain ICI policy and harmonise ICI Policy with the ICI's vision and NPCC partners; develop ICI policy to support the ICI Communications Intelligence Programme (CIP) and the ICI Future Operating Model (FOM); lead on ICI engagement with the NCA Policy Consultation Network, acting as a ‘critical friend’ to share best practice and ensure cohesive policy across the agency.
Successful applicants for ICI‑Protect Senior Officer will be assigned to functions to meet their skills and the needs of the NCA and ICI‑Protect Team. Senior Officers may be rotated through all the ICI‑Protect functions to meet operational need and provide development opportunities.
Recruitment and Assessment
* Assessment will use a Success Profiles framework evaluating Behaviours, Technical Skills.
* Technical: Provide 250‑word examples on strong verbal and written communication skills; experience of identifying risk and implementing change; ability to build and maintain relationships with stakeholders at all levels.
* Behavioural: Leadership, Communicating and Influencing.
* Assessment will be through an interview and will be tested on these criteria.
* Your application will be assessed against the lead criteria first; candidates not meeting the lead criteria may not progress.
* High‑volume campaigns allow reserve lists for 12 months but role may be reserved for other similar positions.
* Only individuals who attend assessment may receive feedback.
Security and Clearance Requirements
Successful candidates must meet the security requirements before appointment. You will need to successfully complete an SC Enhanced clearance and then achieve both DV Enhanced and DV STRAP clearance within the first 12 months in post.
