Head of Development (All criteria are Essential unless indicated otherwise) Reports to: Group Director of Finance, Governance and Investment Responsible for : Senior Development Officer, Development Officer, Development Systems Officer, Property and Shared Ownership Officer, Decarbonisation Officer, Graduate Development Officer Overall Job Purpose: Support the Group Director of Finance, Governance and Investment and lead on the delivery of a high-quality Development programme for Barcud that ensure the Association provides affordable, sustainable, and attractive homes. Key Responsibilities – Development: Lead, motivate and manage the Development Team ensuring their capacity is optimised and staff are motivated. Develop, implement, and monitor a robust and appropriate Development strategy for Barcud that fulfils the organisation’s objectives. Oversee the progression of Development schemes through Development milestones, handling issues of escalation where appropriate. Manage and develop processes and procedures to govern the Development process. Produce and implement the standards to which Barcud homes should be developed to, especially sustainability standards. Develop, implement, and monitor a detailed risk framework for Development schemes, including processes to escalate issues to more senior staff. Proactively work with funding bodies, namely Welsh Government, to acquire grant and other financial monies for Barcud’s Development schemes, working with Finance staff when needed. Oversee the proactive identification of Development opportunities. Ensure that all potential schemes are thoroughly appraised and once approved are delivered to Barcud’s high standards in regard to time, budget, and quality. Oversee the procurement of any external services, ensuring their effectiveness and the attainment of value for money. Develop and maintain close and proactive relationships with external stakeholders, including local authorities, developers, and landowners, that can be utilised successfully in Development schemes. Provide advice to senior staff and the Board on Development related matters. Manage and monitor Barcud’s Development budget, alongside Finance staff. Authorise expenditure in accordance with Standing Orders, Financial Regulations and Delegated Authorities. Deputise for the Group Director of Finance, Governance and Investment when required. People: Be responsible for the overall management of the Development Team and its related functions, ensuring these are delivered to the highest standards. Promote a high-performance culture that drives continuous improvement and efficiencies. Communicating the priorities, plans, vision, and objectives of the Association to ensure effective delivery to the agreed service standards and targets. Personal Specification This person specification details the experience and skills for the position of Head of Development at Barcud. All skills and experience are essential except where explicitly indicated to be desirable (D). Qualifications Educated to degree level, or equivalent professional experience. Relevant professional qualification, namely chartered status from a relevant institutional body (e.g. RICS/RTPI). Evidence of continually developing professional knowledge. Experience Track record of delivering development schemes of a range of sizes and tenures. Developing and implementing Development Strategies. Leading development teams. Experience of overseeing the performance management of a team. Creating achievable yet ambitious development strategies. Development and implementation of development processes and procedures. Production of Development standards, especially sustainability standards. Experience working with government funding bodies. Experience procuring high-quality external development services and undertaking development schemes with a range of external stakeholders. Welsh housing / development experience. (D) Public sector or Housing Association experience. (D) Skills / Knowledge Well-rounded knowledge of the Development process and common issues. Detailed knowledge of housing and / or construction sectors and challenges. Able to lead and motivate staff. Project management skills with an ability to plan, organise and prioritise effectively, in order to achieve targets and meet deadlines. Able to produce comprehensive quality reporting for effective decision making. Welsh language ALTE level 3 (D) Ability to deliver results to tight deadlines under pressure. Excellent IT skills. Sound numerical, reasoning, and written communication skills. Proven competency to handle confidential and sensitive information. Able to set appropriate and challenging performance targets for own team and self. Ability to promote equality and diversity in all aspects of employment and service delivery.
