Divisional Clinical Director for DCSC Division

The Divisional Clinical Director has responsibility for ensuring their services deliver the best quality care and outcomes for their patients. As a key member of the leadership team for the Division, the Divisional Clinical Director will work closely with the Divisional Operational Director and senior clinical leaders within the division, ensuring that their services are delivered within the resources available and in partnership with others.


Main duties of the job

Providing clinical leadership for the Division, the Divisional Clinical Director will ensure that clinical pathways deliver high quality care and are aligned to local and national strategies. The post has shared accountability for the leadership, management and continuous improvement within the Division and is a key member of the Trust's Leadership Team and will be required to lead on Trust wide programmes of work.

The Divisional Clinical Director reports to the Divisional Operational Director whilst having professional accountability to the Executive Medical Director. The postholder will at times be required to deputise for either the Divisional Operational Director or the Medical Director at both internal and external meetings.

Providing clinical leadership to the Care Unit Clinical Leads and Specialty Leads, the postholder will deliver the highest professional standards of clinical practice in the hospital and wider health and social care system and actively contribute to the effective delivery of our Clinical Services Strategy. The Divisional Clinical Director will be key to recruiting, retaining and developing a highly trained, competent, engaged and motivated clinical workforce to support the delivery of our strategic objectives.

Job responsibilities

Clinical Leadership

* To provide clinical leadership across the Division, working in partnership with the Divisional Operational Director and Senior Clinical Leads to deliver high quality, cost-effective and responsive services.
* Oversee the job planning process within the Division, ensuring all medical colleagues have up-to-date job plans aligned with service delivery needs and the Trusts strategic objectives.
* To provide clinical leadership in building a culture of continuous improvement of services as demonstrated by quality improvement, clinical audit and other forms of benchmarking. Proactively ensure that the learning from serious incidents, near misses and complaints is acted upon and communicated effectively throughout the Division and wider Trust.
* To provide clinical leadership in building and embedding a Just and Learning Culture within the Division including openness and responsibilities under Duty of Candour.
* To appoint and provide clinical leadership and development to Clinical and Specialty Leads within the Division.
* To provide clinical leadership and perspectives on service change programmes that deliver cost improvement, as well as improvements in quality and patient care.
* To work with the Divisional Operational Director, and Senior Clinical Leads in the Division to ensure high quality clinical standards are met, respecting national guidance wherever possible, whilst being responsible for the sustainability of the service within the financial budget.
* With the Director of Medical Education and Clinical Leads, ensure the provision of high-quality and effective training and supervision to medical and other clinical learners.
* To work clinically in line with professional qualifications and speciality in a clinical service within the Division. The post-holder will be required to maintain their CPD and Professional registration.
* To be accountable for the delivery of key strategic workstreams as directed by the Chief Operating Officer and/or Medical Director.
* Where appropriate, to be the Trusts strategic lead for specific clinical work programmes, attending internal and/or external meetings and networks as required, representing the Trust with local stakeholders, commissioners and other providers.
* To deputise for the Medical Director as required.
* To ensure the establishment and maintenance of effective working relationships and communication, leading on creating and embedding professional standards across the Division and wider Trust.

Strategy and Planning

* Work closely with the Divisional Operational Director, Divisional Leadership Teams and Care Unit Leadership Teams to support strategic thinking, being able to convert concepts into plans and communicate these effectively to a wider audience.
* Play a lead role in the development and implementation of Clinical Services strategies and plans across the Division, in addition to supporting Care Unit Teams that have services that have been identified as fragile or challenged.

Operational and Clinical Management

* As part of the Divisional Leadership Team, support the development of operational planning and delivery of the full range of Divisional services, contributing to service redesign and new ways of working which result in improvement in performance and patient experience of the service.
* As part of the Divisional Leadership Team ensure that the Division meets all national, local and Trust standards including the setting of improvement trajectories to deliver a higher level of achievement.
* Ensure capacity plans within the Division are developed and are sufficient to meet the demands placed on the service and are organised and delivered in a way that maximises performance and are based on sound local data and national evidence.
* Where necessary, lead and/or support discussions with commissioners and other providers and contribute to strategic commissioning decisions through participation in regional and local networks.

Budgetary and Financial Management

* Support the Divisional Operational Director in ensuring the Division is financially viable and sustainable through effective budgetary management and adherence to the Trusts Standing Financial Instructions (SFIs) and schemes of delegation.
* Contribute to the development, monitoring, and delivery of cost efficiency savings across the Division, paying particular attention to the use of temporary staff.
* Provide clinical leadership and support to the Divisional Operational Director in managing the financial position in the Division, whilst ensuring that appropriate clinical standards are maintained in delivering services within the established financial limits.

Human Resources and Workforce Development

* Lead and engage medical colleagues across the Division to ensure that there is a clear vision that is translated into high quality and safe care and exceptional performance.
* Directly line-manage all accountable staff in accordance with the Trusts HR policies and procedures. This includes managing recruitment and selection, providing effective leadership and ensuring appropriate arrangements are in place to set objectives, monitor performance and agree and review individual development needs.
* Support the Medical Director in ensuring there is a robust medical workforce plan in place, identifying short and long term plans for workforce requirements and supporting recruitment and retention of highly skilled doctors and other clinical colleagues.
* Ensure systems are in place in the Division to meet the requirements of medical revalidation and to ensure job plan reviews are effectively undertaken and are aligned to the needs of the service, supporting a culture of engagement, motivation and competency among the medical workforce.
* Play a lead role in the development of clinical leadership within the Division and wider Trust, being responsible for your own personal and professional development and to actively contribute to the development of colleagues.
* Ensure a culture where colleagues feel they belong, actively advocating for equity, diversity, inclusion and belonging to ensure everyones voice is heard.

Risk Management, Clinical Effectiveness and Quality

* In partnership with the Divisional Operational Director, and Senior Clinical Leads in the Division to support the development, implementation and management of effective governance processes and systems within the Division across all professional groups.
* Actively promote evidence-based practice and ensure that all services are delivered in accordance with NICE Guidelines or best practice guidance. Ensure that relevant clinical risk and outcome measures are developed/used and analysed for improving quality of direct care and for service planning. Ensure service audit and evaluation takes place across the care group and that clinical colleagues are routinely involved. Contribute to ensuring that colleagues maintain clinical records safely and to a high standard.

General

* Complete ad-hoc tasks and projects at the request of the Divisional Operational Director, Chief Operating Officer or Medical Director.
* The post holder has a general duty of care for their own health, safety and wellbeing and that of work colleagues, visitors and patients within the hospital, in addition to the specific risk management of clinical governance accountabilities associated with the post.
* Observe the rules, policies, procedures, and standards of Chesterfield Royal Hospital NHS Foundation Trust together with all relevant statutory and professional obligations.
* Observe and maintain strict confidentiality of personal information relating to patients and staff.


Person Specification


Qualifications and Training

* Professional clinical qualification (Masters or equivalent).
* Fully registered and have full membership with relevant professional bodies.
* Senior leadership qualification, formal training or equivalent experience.
* Formal training or qualification in business management or equivalent experience.
* Formal training or qualifications in Quality Assurance/Quality Governance or equivalent experience.


Experience

* Senior clinical management experience in a healthcare setting with speciality knowledge across a range of disciplines.
* Experience of leading service improvement projects and organisational change, whilst developing and maintaining high standards of quality.
* Evidence of appropriate relevant professional development.
* Experience of leading and directing senior clinical and non‑clinical teams in achieving key performance indicators.
* Financial management and business management skills including the ability to set and manage budgets on a divisional level.
* Demonstrable experience of successful business planning and development of robust business cases.
* Successful track record in achieving targets, both service and financial.
* Experience of policy implementation and service development across a range of specialist acute services.
* Involvement at a leadership level on issues related to clinical governance, monitoring and standard setting, including risk management and health and safety.


Skills and Knowledge

* Excellent and highly developed interpersonal skills including the ability to communicate and influence at all levels and across different specialities.
