We offer an exciting opportunity to lead in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme aims to deliver digital services that will revolutionize how the Environment Agency regulates.
You will play a key role within the Programme Management Office (PMO), providing essential input into the financial and business management to support risk mitigation, remove barriers to delivery, and ensure value for money in alignment with the business case.
We seek someone with a proven track record in managing complex financial data and collaborating effectively to drive value for money and influence investment decisions.
Key Responsibilities include:
* Understanding and supporting the financial and economic aspects of the Programme’s business case and spending reviews.
* Aligning programme deliverables with strategic objectives and managing change control processes.
* Assisting the Programme Manager in assuring changes to Time, Cost, and Quality, ensuring affordability and value for money.
* Managing stakeholder queries and delivering comprehensive programme reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities with the Programme Manager and Director.
* Ensuring compliance with governance and assurance standards.
* Contributing to ongoing business management through whole life cost allocations.
The Team
The Digital, Innovation and Programmes team leads the Digital Strategy implementation, shaping delivery of digital services that transform regulation processes. You will collaborate with a multidisciplinary team, including Defra shared services and third-party suppliers, to develop user-centered digital platforms that are efficient and accessible.
Essential Skills and Experience:
* Experience working in dynamic, fast-paced programmes.
* Proficiency with Microsoft tools such as Excel, SharePoint, PowerBI, etc.
* Expertise in managing complex financial information.
* Knowledge of organizational financial processes, including charge funding, CDEL, RDEL, and re-charges.
* Experience with business cases, approval processes, and assurance routes within EA and Defra.
* Understanding of governance around spend control and assurance.
* Proven ability to lead work areas, engage stakeholders, and promote innovation.
