The Role:
To lead and deliver bid and framework responses; provide bid expertise, ensure robust compliance and governance; and raise bid capability across a developing bid team.
Senior bid delivery and leadership
* Act as the accountable bid lead and/or mentor for complex, high value, high risk or strategically important opportunities.
* Lead the end-to-end bid process, from opportunity qualification through submission and post bid handover, applying best practice bid management methodologies.
* Develop clear win strategies, response structures and value propositions aligned to evaluation criteria.
* Form and lead/mentor virtual bid teams, coordinating contributors across sales, solutions, technical, commercial, legal and delivery functions.
Bid governance, quality and risk
* Own bid governance, including planning, compliance checks, formal reviews and sign off preparation.
* Act as an escalation point for bid risk, identifying, assessing and clearly articulating delivery, commercial, contractual and compliance risks.
* Ensure submissions are accurate, compliant and compelling, without over commitment or misrepresentation of capability.
* Lead formal bid reviews (storyboard, colour and compliance reviews) and provide clear, actionable recommendations to stakeholders.
Frameworks and compliance
* Act as the bid function subject-matter expert on public sector frameworks, tender instructions and procurement compliance from a response perspective.
* Lead and/or mentor the delivery of complex framework submissions, multi-lot responses and high-risk framework call-
* Interpret framework rules, call-off procedures and evaluation methodologies, ensuring all responses are compliant and defensible.
* Provide guidance and oversight on framework call-offs and compliance interpretation.
Mentoring and capability development
* Mentor and coach, sharing practical knowledge, best practice and constructive feedback.
* Support the development of bid discipline, confidence and compliance awareness.
* Provide hands-on support or oversight on larger or more complex bids/frameworks while enabling less experienced bid managers to retain ownership where appropriate.
* Operate effectively in a fast-paced, high-volume bid environment with short timelines and competing priorities.
* Balance hands-on delivery with providing guidance and assurance across multiple concurrent submissions.
Continuous improvement
* Contribute to the development and maintenance of bid templates, tools and the content library.
* Identify opportunities to improve bid processes, efficiency, content reuse and quality standards.
* Support bid reviews, lessons-learned activities and wider sales enablement initiatives.
You will also take an active role in supporting and mentoring the wider bid management team of 2 bid managers and 1 bid coordinator.
The Person:
Our client is looking for a commercially aware Senior Bid Manager with proven Public Sector experience.
More Detail:
* Deep practical knowledge of bid and tendering compliance, evaluation criteria, procurement regulations and public sector tendering.
* Significant experience managing the full bid lifecycle, including leading complex, high-value and/or high-risk bids.
* Strong understanding of bid governance, risk management and best-practice methodologies.
* Proven commercial awareness, including pricing considerations, margins and risk trade-
* Evidence of bid best-practice knowledge, e.g. APMP Foundation or above (or equivalent).
* Demonstrable experience operating as a senior bid specialist within a team, influencing outcomes and mentoring/coaching less experienced team members.
* Strong experience leading framework responses and complex call-offs from a bid delivery and compliance perspective.
* Experience writing, reviewing and editing technical, commercial and operational bid content.
* Ability to mentor and coach members of the bid team
Experience of working within IT or Telecoms sectors is highly desirable or alternatively you will be working within a technical product or service sector or will have an active interest in IT, Tech or AI.
If you have any experience of working for companies that use low code, or work within the contact centre or health/public sector software sectors, this will be highly beneficial.
Not a Bid Manager?
You could also have a public sector procurement background to be considered - experience of writing tenders for bidders to respond to, with strong knowledge on all the relevant regulations, with the ability to coach others to improve bid quality.
