Summary
To lead and manage the delivery of high-quality supported accommodation services for young people aged 16–25. You will oversee operational delivery, staff management, safeguarding, and compliance with local authority contracts and Ofsted standards. A key focus of this role is ensuring positive outcomes for young people, maintaining full occupancy, and delivering efficient, safe, and person-centred services. In this leadership role, you will supervise a team of frontline practitioners, ensure services are coordinated and outcomes-focused, and act as a strategic link between our organisation and social workers, personal advisers, YOT, Education and Health professionals. You will also play a pivotal role in shaping pathway plans, attending strategy and planning meetings, and ensuring our services meet the evolving needs of the young people we support. Your leadership will directly influence outcomes in life skills development, emotional wellbeing, education, employment, and safe accommodation.

KEY RESPONSIBILITIES
Leadership & Staff Oversight
* Line manage a team of Team Leaders, Independent Living Mentors and support workers
* Provide regular reflective supervision, guidance, and performance reviews.
* Coach staff to deliver consistent, high-quality interventions across all areas of independent living and young person engagement.
* Promote staff development through training, guidance, and appraisal processes.
* Ensure frontline staff deliver high-quality, trauma-informed, and youth-centred support.
Service Coordination & Delivery Oversight
* Ensure young people receive structured support in:
* Life Skills Development (e.g., cooking, budgeting, time management, tenancy readiness)
* Emotional Well-being & Self-Confidence (e.g., self-regulation, resilience, self-advocacy)
* Education & Employment (e.g., college access, job search, apprenticeships, CVs)
* Accommodation Support & Cleanliness (e.g., maintaining personal space, hygiene, health & safety)
* Safety & Risk Awareness (e.g., online safety, exploitation risks, conflict de-escalation)
* Regularly review support plans and progress against Pathway Plans, EHCPs, or intervention goals.
* Coordinate risk management, safeguarding reporting, and crisis responses across service users.
* Support the design and delivery of workshops, engagement events, and life skills sessions.
* Ensure all accommodation units are clean, safe, and compliant with Ofsted and contractual standards.
Young People's Rewards and Achievements
* Develop and implement a monthly rewards programme to recognise young people's progress, including achievements in education, life skills, emotional development, and engagement.
* Coordinate the distribution of personalised reward certificates and incentives, ensuring they are meaningful, fair, and aligned with each young person's support plan and goals.
* Maintain a structured system for tracking achievements and nominations, working with mentors and support workers to regularly identify successes worth celebrating.
* Promote a positive culture of recognition and encouragement, using rewards as a tool to build self-esteem, motivation, and engagement in key areas of development.
* Involve young people in shaping the rewards system, seeking their feedback to ensure it remains relevant, inclusive, and empowering.
Safeguarding, Compliance and Quality Assurance
* Serve as or support the Designated Safeguarding Lead (DSL), ensuring timely reporting and management of safeguarding concerns.
* Ensure compliance with Ofsted, local authority frameworks, and organisational policies.
* Coordinate internal audits, contribute to Ofsted inspections, and respond to regulatory enquiries.
Occupancy and Resource Management
* Maintain 100% occupancy by managing referrals, voids, and stakeholder relationships.
* Ensure cost-effective use of staffing and property resources without compromising care quality.
* Monitor and manage service budgets in collaboration with finance and senior leadership.
Rota and Shift Planning
* Oversee rotas across all sites, ensuring safe and effective staff coverage.
* Manage leave, absence, and emergency cover through collaboration with Team Leaders.
* Ensure staffing records and hours are accurately maintained.
Complaints and Incident Management
* Manage all complaints, concerns, and incidents professionally and in accordance with policy.
* Log and track complaints, conduct investigations where needed, and implement learning actions.
* Ensure senior management and, where required, Ofsted are informed of complaints, escalations, and outcomes.
Reporting and Communication
* Produce and submit:
* Weekly updates for each young person to social workers
* Monthly and weekly service reports to senior management
* Serious incident and compliance reports to Ofsted and regulators as appropriate
* Keep accurate records of safeguarding enquiries, incidents, risks, complaints, and outcomes.
* Senior Management Reports: Submit accurate weekly and monthly service reports to senior leadership, highlighting:
* Incidents and safeguarding concerns
* Emerging risks and patterns
* Complaints and outcomes
* Notable successes and good practice
Multi-Agency Liaison and Pathway Planning
* Act as the lead point of contact with social workers, personal advisers, and other professionals in respect of the young person's support.
* Attend and contribute to multi-agency strategy meetings, LAC reviews, planning conferences, and panel discussions.
* Ensure that pathway plans are implemented effectively and reviewed in line with young people's evolving needs.
* Facilitate consistent communication between internal teams and external stakeholders.
* Represent the organisation professionally at external meetings, inspections, and forums.
Health, Safety and Property Oversight
* Ensure all properties meet required health, safety, and environmental standards.
* Monitor property condition, cleanliness, and maintenance needs, addressing issues proactively.
Strategic Contribution and Compliance
* Contribute to the development and implementation of operational strategies and service improvements.
* Analyse data and feedback to identify trends, risks, and areas for service enhancement.
* Identify service gaps, risks, and opportunities for improvement or innovation.
* Ensure compliance with safeguarding policies, GDPR, health and safety, and regulatory standards.
* Represent the service in audits, Ofsted and Commissioning inspections and commissioning inspections.
Organisational Responsibilities
* Adhere to all the organisation's service standards, policies and procedures within defined timescales.
* Comply with data protection regulations, ensuring that information on young people, employees and volunteers remain confidential.
* Maintain professional knowledge and competence, taking responsibility of personal learning and development and supporting the learning and development of others and the whole organisation.
* Understand and ensure the implementation of the organisation's Health and Safety policy, emergency and fire procedures. Report and document immediately to the team leader/manager any faulty appliances, damaged furniture, faulty equipment, potential hazards, illness of an infectious nature or accident incurred by a young person, colleague, self or another

PERSON SPECIFICATION

Education and qualifications
* Social Work, Youth Work, Occupational Therapist, Teaching or Health and Social Care qualification.
* Supervisory or management qualification.
* Level 5 Diploma in Leadership for Health and Social Care or equivalent qualification.
Experience Minimum of one (2) year experience of
* Managing services
* planning, designing, implementing and evaluating individualised independent living plans, programmes and activities.
* working with various professionals and stakeholders to develop or deliver activities.
* Proven experience working with vulnerable people in a supervisory or leadership capacity.
* Strong understanding of statutory responsibilities around safeguarding, pathway planning, and multi-agency coordination.
* Knowledge of the Care Act, Children (Leaving Care) Act 2000, and relevant UK legislation and guidance.
