JOB DESCRIPTION JOB TITLE: Technical Officer (Building Services- Leisure) DIRECTORATE: Environment DEPARTMENT: Assets and Property Services REPORTS TO: Senior Technical Compliance Officer LOCATION: Initially based at Ards Blair Mayne Wellbeing and Leisure Centre, however, may be required to work at any location throughout the Borough. SALARY SCALE: PO1 SCP 29 - 32 CAR USER STATUS:Casual PURPOSE AND FUNCTION OF THE POST To provide technical support in the design, planning, programming and supervision of property maintenance and management matters within the Councils Leisure Estate. This includes full design responsibility along with the preparation of appropriate contract documentation and the provision of support to the Senior Maintenance Officer. Also, to provide expert advice and support on other building services/property maintenance related matters generally. The post holder will oversee all maintenance activities with Councils leisure centres; acting as team leader to the team of Plant Operators based on site and supervising the work of visiting contractors and in-house labour workforce. PRINCIPAL DUTIES AND RESPONSIBILITIES To complete condition surveys of plant within Councils Leisure estate and to use this as the basis for a planned maintenance schedule of Works To produce an accurate schedule of works for the leisure estate, including capital schemes and preventative / planned maintenance to ensure minimum disruption to Council services and the delivery of these to agreed targets and deadlines. Line Manager to Plant Operatives based within the Leisure estate. Including the supervision and quality checking of work to meet the needs of the department. Also, supervising employees timekeeping, time recording and, absence records, training needs etc. To cost, coordinate, supervise and quality check visiting contractors and in-house labour workforces work, to meet the needs of the department. To develop designs (alongside relevant contractors) for maintenance projects within the Leisure Estate, ensuring compliance with all relevant legislation and good practice. To develop accurate bill of quantities for each design so that adequate budgets can be agreed in advance. To assist in the preparation of annual estimates in respect of building services matters within the Leisure Estate. The preparation of contract documentation in accordance with Council procurement policy for capital and revenue works within the Leisure estate. To continually seek out opportunities for energy efficiency and sustainability within our estate, including acting as energy champion for Councils leisure centres, implementing changes, carrying out checks and motivating employees to comply with and promote energy efficiency in compliance with Council Policies and best practice. This includes playing a key role in the implementation of our sustainable energy management strategy. The survey, planning and subsequent supervision of capital and revenue works relevant to the Leisure estate. Completion of remeasurement and quality control checks upon job completion and the subsequent approval of payments to contractors and suppliers. To ensure full compliance with all Statutory Authority requirements in relation to the maintenance and operation of the Leisure estate. e.g., Construction Design Management (CDM) regulations 2015, Planning Service, Building Control regulations, Disability Discrimination Act, The Fire and Rescue Services Order (NI) 2010, HSE obligations, etc The use of appropriate IT software to produce reports and to ensure that adequate records are kept of all planned Works and completed Works and all associated stock. Delivery of suitable systems for the management and maintenance of a wide range of Technical and Maintenance related Council obligations relating the Leisure estate e.g., legislative maintenance and compliance with energy management guidelines Responsible for the day-to-day security and safety of the plant maintenance workshop, stores, tools and compound. To ensure a working environment that provides equality, health and safety and development for employees and Contractors in accordance with Council policies and legal requirements and to review of safe systems of work and implement new safe working practices according to health and safety policy and best practice The provision of technical support in response to unplanned / funded items of work that may occur within the Council. To deputise for the Senior Technical Compliance Officer and provision of cover for colleagues within the service unit. To supervise and motivate employees to comply with and promote equality, health and safety and employee development in compliance with Council Human Resources Policies and legal requirements and allocate/ arrange the training of employees to ensure competence in duties appropriate to their grade Responsible for delivering all required toolbox talks and to implement any new tool box talks that are deemed necessary by the Senior Technical Compliance Officer. Ensuring all duties are performed in a safe and proper manner and complying with the Councils Health and Safety policies in accordance with the Health and Safety at Work (NI) Order 1978, subsequent and other legislation, and Risk Assessments to ensure safe and proper working environment for self, all Council employees, outside contractors and members of the public. This includes the use/ wearing of personal protective equipment. Ensuring that all vehicle checks/inspection records are carried out by employees and responsible for spot checks of same. Responsible for financial monitoring and cost control, processing of orders/ invoices for labour and materials, to the relevant authorisation level determined by the Senior Technical Compliance Officer. The general operation, maintenance and repair of plant machinery and ancillary controls including the operation and maintenance of combined heat and powerplant CHP. Operate control and maintain all pool water treatment in accordance with PWTAG and CIMSPA guidelines to ensure that EVH and government standards are maintained. Assist, as required, outside contractors with work relating to M&E. Liaise with the Councils in house maintenance team to be responsible for the new installations and fabrication of equipment To comply with and promote equality, health and safety in accordance with Council Policies and legal requirement to ensure the safe and proper maintenance working by both Council maintenance employees and outside contractors. To undertake any other appropriate duties as may be allocated from time to time in accordance with the general nature of the post. PERSON SPECIFICATION The person specification provides information on the qualifications, experience, knowledge and skills required to carry out the duties of the post. The essential criteria will be used for shortlisting and as part of the selection process. PERSONNEL SPECIFICATION QUALIFICATIONS Essential: HNC or equivalent in Building/Engineering or other construction-related subject. Or Relevant technical qualification at NVQ Level 3 or equivalent plus 3 years experience in a similar role, as outlined below. Desirable: PWTAG-approved Swimming Pool Technical Operator (SPTO) qualification. EXPERIENCE Essential: 2 years relevant experience in each of the following areas: Managing a team of engineers/tradespersons. Operating and maintaining swimming pools or water treatment facilities. Programming planned maintenance. Planning and supervision of small contracts. Using computer-based maintenance software to program, monitor, record, and produce reports. KEY SKILLS & ABILITIES Essential: Good organisational skills. Ability to work without close supervision. Experience using Microsoft Office, Microsoft Excel, and databases. OTHER REQUIREMENTS Essential: A valid Category B driving licence with access to a form of transport that will allow fulfilment of the duties of the post, or access to a suitable form of transport which will enable the post holder to meet the requirements of the post.* *The above alternative (access to a suitable from of transport), is a reasonable adjustment specifically for applicants with disabilities, who because of their disability, are unable to hold a valid driving licence The selection panel reserves the right to enhance the shortlisting criteria to facilitate the process when necessary
